  4. Solution? State can issue on behalf of a locality Locality must enter into a MOU with the State that satisfies 10 specific areas

  5. Results? Better relationship with Cities 2013 issued annual permits on behalf of Cities 2014 single trips for specific areas currently in test Shared data on State website
