Program Background Regulatory Safety Audits Requirement: AR 385-10, DA Pam 385-10, and NGR 385-10 require Ground Safety Assessments and program audits every 36 months Requirement: NGR 385-5 establishes the Aviation Support Activity Accident Prevention Survey Program (ASAAPS) Facilities shall be subjected to not more than one ASAAPS in a twelve month period and not less than one ASAAPS every three years

Program Background Existing Program Deficiencies Aviation Support Activity Accident Prevention Survey Program (ASAAPS): • Not funded for 2011 or 2012 • Volunteer participation unreliable due to competing priorities • Volunteer members required to travel for 5 days • Results not standardized • Results not analyzed for trend analysis and counter measure development • Travel expenses incurred, even if no foundational safety program existed

CASDAP: Resolution-focused Composite ARNG Safety Development & Assessment Program Mission Statement: • Identify safety system inadequacies through standardized remote assessments, share best practices, assiststates in resolving program gaps, thoroughly develop tailored countermeasures, and deliver actionable metrics for AVS resource prioritization in order to proactively resolve program deficiencies to enhance Soldier survivability throughout ARNG formations.

7. CASDAP Program Highlights Composite ARNG Safety Development & Assessment Program • Launches in Q1FY13 • Allows State and Facility Safety Managers to first conduct remote assessments of their own Safety and Occ Health programs, and supports customized follow-on developmental actions (on-line support/on-site coaching) • Generates cost savings from reduced travel of large inspection teams, and greater efficiency in unit visits • Inspection results are maintained on a server, giving units the ability to self-audit and upload supporting docs • SOPs, appointment orders, HAZLOGS, and photographs substantiate requirements typically inspected on site • Meets requirements based in AR and NGR 385-series (safety) and AR 40-5 (preventive medicine) regulations, and satisfies NGR 385-5 (Aviation Support Activity Accident Prevention Survey Program) requirements • Users gain access to an online continuity file for inspection programs to include FORSCOM ARMS, range and explosive safety, and SASOHI checklists, and are able to electronically share best practices • Expandable to incorporate additional checklists in future updates • Enables tailored program development and issue resolution from the ARNG level, helps generate actionable safety metrics and provides benchmark examples to facilitate safety program improvements • Detailed video-based users’ tutorials will be distributed to each state safety manager in Q1FY13 • https://www.guardsafetyeaudit.org

10. Remote and On-Site Assistance • CASDAP includes the CASDAT (Composite ARNG Safety Development & Assessment Team) and the SSC (ARNG Safety Support Center). The CASDAT is comprised of the CASDAT-C and the CASDAT-M. • CASDAT-C, is a team of contract Subject Matter Experts specializing in ground and aviation safety that provide safety program development through on-line assessments using the eAudit Tool. • CASDAT-M, is a team of military SMEs conducting on-site assessments and coaching, following the initial remote phase.
