Green planning - regular planning of green city areas. Green planning directly and essentially influences the quality of life of all and everyone without an exception, although few people have understood this.
With professional and reasonable approach to architectural design of the city, green areas are given one of leading places: • Green areas are participating in the formation of basic elements of building, provide protection from pollution sources • It is possible to arrange gardens and parks probably in areas where construction is impossible for environmental or safety engineering reasons • Green areas provides cities special colour, defining their aesthetic perception • Green areas define the function of environment formation
Activity package «green planning» includes development of sustainable & practical base for urban green management in the long term. This package helps to achieve such goals as: • Improved efficiency of urban green areas management in Tartu, Rezekne and Pskov • Increased coverage of green areas in the cities by creation of green areas and preparation of technical documentation for the future green areas

The results of the activity package «green planning»: 1.Inventory of green areas in the cities of Pskov and Rezekne (2 phases, according to the technical project of administrations of the cities Pskov and Rezekne) 2. Development and improvementof management systems for 2 new green areas (in cooperation with Pskov State University (Pskov, Russia), Daugavpils University (Daugavpils, Latvia), Estonian University of Life Sciences (Tartu, Estonia)) 3. Development and improvement of green areas methodology (in cooperation with Daugavpils University and Pskov State University) 4. Development of 2 electronic control systems (databases) by green city areas for administrations of the cities Pskov and Rezekne 5. The International seminar «Green Management system development and methods of urban green areas inventory» 6. Purchase of the necessary equipment & software 7. Annoucement of tenders 8. Preparation of the technical documentation: • Tartu - «Reconstruction of the Mathiesen Park» (1 ha) • Pskov - «Restoration of the Botanic garden» (6,4 ha) • Rezekne (city) - «Reconstruction of North Industrial Zone Park» (2,5 ha) • Rezekne (municipality) - «Development of Greivuli Recreation Path» (2 km)
AdministrationofPskovCity • Work on preparation of the municipal order on «Landscaping Mirozhsky arboretum at the Mirozhsky monastery in the municipality « the City of Pskov »2013» comes to the end • Municipal orders on technical and archaeological supervision while performing works on a territory accomplishment of arboretum the Mirozhsky monastery are being prepared • Open Society Institute "Псковгражданпроект" made adjustments to the Project of accomplishment, taking into account changes on the sidewalk device at the dam, and devices of the "shaft" that designate on a relief historical borders of the Mirozhsky monastery. Termlinesforperformance of works - April-October, 2013 • Work on registration of the ground area of Dendropark of the Mirozhsky monastery for permanent perpetual use proceeding. Megeve plans are handed over for statement on the cadastral registration in February – 2013. • Participation in seminar «Green Management system development and methods of urban green areas inventory»
PskovStateUniversity Results: • The international seminar «Green Management system development and methods of urban green areas inventory» (7 – 8 February, 2013) is held • The first phase of the inventory of greenery is finished • The equipment for inventory is bought The plan: • The second phase of the inventory, according to the technical requirements from May to October, 2013 • Developmentof the electronic control system ofurban green city plantings to the administration of the city of Pskov, based on ArcGIS
Tartu CityGovernment Results: • Technical documentation for future green areas produced in Tartu - „Reconstruction of the Mathiesen Park” (1 ha) - is successfully completed (in 2012) • Participation in seminar «Green Management system development and methods of urban green areas inventory», was in close cooperation with EULS the most suitable areas software for green areas inventory was selected
Estonian University of Life Sciences • Most of the equipment was purchased. Since softwarepackages Photoshop, AutoCad, ArcGIS with appendices have been got by University this year, it was decided not to purchase these programs as part of the project. It was decided to use the savings for acquisition of the equipment for field research. The equipment is necessary for the course for students in inventory process. In budget lines Tree - and bush-care equipment do not suffice means for purchase ofTreeworks. Changes in the budget item «Equipment and supplies» are prepared and sent. • Participation in the international seminar «Green Management system development and methods of urban green areas inventory»

Thecontracthasbeensignedand it isplanned to finishthedevelopmentofdesignprojectbytheendofSeptember.
RezekneLocalMunicipality • Participation in the international seminar «Green Management system development and methods of urban green areas inventory» •All necessary equipment and programs are bought The plan: • Development of technical documentation - «Development of Greivuli Recreation Path» (2 km)
Daugavpils University • The equipment necessary for realisation of the project is bought • The first seminar for students of Daugavpils University from the series of seminars «Innovations in research of dendrological objects» has been held. The aim of seminars – introduce the different methods used to obtain the morphometric parametres of trees. • 1st phase of inventory is done, in accordance with technical task the Rezekne city council and the Rezekne local municipality. • The Working group has developed the protocol of field research • Using the practices of other countries, the working group improved the technique of greenery inventory • The electronic control system (Database) of Raiņa park for the Rezekne city council has been developed, on the basis of ArcGIS, and converted in AutoCad The plan: • 2nd phase of inventory May, 2013 - September, 2013 (according to technical task) • Development of the electronic control system by green urban plantings for the Rezekne city council (for the territories accordingto technical task) • Carrying out of seminars «Innovations in research of dendrological objects» for the students of Daugavpils University.
