  3. Rationale: Improving IDP 2011-2016 Experience to varying degrees in municipalities suggest IDP improvements in: 1. Ownership of IDP by local leadership, management and community • Leadership must inform the development agenda and use IDP as single plan to direct resources • Management of IDP across municipal organisation and not relegated to individuals • Meaningful community engagement and connectedness to ward/neighbourhoods 2. Improved long term development strategy + investment plan in poor areas • Improved long term strategy with spatial logic of investment (to guide other plans) • Neighbourhood plan for visible improvement in underserviced or marginalised areas 3. IDP as investment plan for national, provincial and local government • Use IGR structures to ensure joint planning and commit departments resources to IDP • Harness resources of other stakeholders to compliment IDP and government investment

Message from Premier Co-ordinating Forum (19/20 August 2009) • We should improve IDP by the 2011-2016 IDP cycle(3rd Generation) • IDP should be improved in specific respects to: • Be the investment plan for whole of government • Create neighbourhood/ward plans to improve marginalised/underserviced areas • Ensure that local leadership, management and the community use the IDP as single principle implementation plan of the municipality • IDP must be the focal point for intergovernmental engagement • IGR, and specifically DCF structures, to be used to improve intergovernmental planning/budgeting and to respect the budget timelines • Provincial Government will support this effort from July 2009 to 2016 • Municipalities should identify ONE marginalised area and draft a neighbourhood plan (to become part of the IDP by 2011)

Progress since PCF of 19/20 August 2009 • Communication of 3rd Generation IDP since PCF • PCF presentation presented to the 5 DCF meetings in August and September 2009 • Presentation to SALGA (Economic Development, Planning and Environment Working Group) on 7 September 2009 • Engagement with municipal IDP officials on 26 October 2009 • Discussion document on improving in IDP by 2011-2016 (drafted by the Dept Local Government and Housing) • Allmunicipalities asked to identify IDP support needs towards 3rd Generation IDP • communication to Municipal Managers on 30 October 2009 Note: 11 Municipalities have identified a potential ward for a neighbourhood plan

Some observations from engagements • General strong support for improving IDP • Appreciation for taking IDP to real neighbourhood issues (Central Karoo) • Use principles of Neighbourhood Redevelopment Grant in local area plan (Overstrand) • Reservations about sufficient funding for infrastructure and actions in neighbourhood plan (Overberg/West Coast) • Reservations about the environmental sustainability of all the development initiatives as contained in IDPs (Overberg) • Not clear how rural reality fits in IDP improvement (Cape Agulhas) • Support for an action to integrate multiple government initiatives / strategies through IDP (Cape Winelands)

Way forward:3rd Generation IDP support PHASE 1: Preparatory PHASE 2: Implementation July 2009 – April 2011 April 2011 – April 2016 April 2011 – June 2012 July 2012 – June 2016 • Individual Municipality:Support to achieve3rd Generation IDP • Communicate project • Identify individual municipal support needs • Detail Support Programme • Introduce: local area plan for underserviced area within municipality • Individual Municipality:5 year Strategy development (with leadership) • Investment programme (across govt spheres, community resources) * Individual Municipal support Engagements (Jan-Mar 2010)
