  2. National • Put into effect 1986 as Title III of the Superfund and Reauthorization Act (SARA) • An apparatus for increasing accessibility of chemical hazard information to the public and assist state/local development of emergency response plans

  3. Specifically requires agricultural establishments to notify state and/or local emergency planning committees if an amount of “extremely hazardous” waste exceeds specific threshold • May appoint emergency planning coordinator to said establishments • Manufacturing facilities with more than 10 employees must submit an annual toxic chemical release report • Helps EPA to form the national Toxic Release Inventory (TRI) • All information compiled is open to the public
