What is the IMPACT Internally and for Contractors? New FL MOLD Bill Lesley.Welch@disney.com 407-397-6516
Mold-Related Services Licensing Unit Senate Bill 2234, enacted June 27, 2007 as Chapter 468, Part XVI, Florida Statutes, July 1, 2010 http://www.myfloridalicense.com/dbpr/pro/mold/index.html
What Happens July 1, 2010 • Grandfathering • Initial Licensing • Enforcement • Licensed Contractors
Written Mold Program? • What is development objective? • Water Intrusion • Mold Remediation • Remediation Employee Training • PPE • Containment • Protect the health and safety of the building occupants and remediators.

Moisture – Building Enclosures - Mold How water gets into a structure, why it doesn’t leave, and how these architectural flaws become HVAC headaches. • Design Flaws • Poor drainage • Leaky envelopes • Construction materials don’t shed water • Pipes in exterior walls - sweating
Plumbing Hidden Moisture
Going Green EfficientBldgs = Reduced Energy Exchange = Mold, part load humidity problems, rot, & corrosion. • Reduced Energy Exchange • AC runs less • Drying can not happen without exchange of energy. • Separate System • For Sensible load & Latent Load • Pre condition make up air • Cooling with reheat • Independently control • T, rH, & air flow • When AC turns off at night does humid air still enter?
Hot Humid Climates • Insulate on outside • Back ventilate and drain cladding • Separate sensible load from latent load • Don’t over ventilate • Pressurize 2-5 pascals with conditioned air (except indoor pools, kitchens) • Watch for continuous exhaust fans
Vapor Barriers – hot humid Incorrect use leading to increase moisture related problems. Function of VB retard migrations of water vapor. Location & permeability function of climate, characteristics of assembly materials, & interior conditions. • Not intended as Air Barrier • Supposed to prevent assemblies from getting wet, but often prevent assemblies from DRYING • “Double” vapor barriers • Wall paper • Vinyl flooring
Role of Architect, Contractor, HVAC Engineer • Keep rain /groundwater out • Let it dry if it becomes wet • Make it tight • Pressurize • Ventilate – control humidity
Remediation Plan What do you do with GWB? Should you use BLEACH? What about KILZ paint? • BLEACH • KILZ Paint • Acceptable Coatings: • Permawhite • Mil-Kil • Portersept • M-1 Additive
Conclusion • Written Program • In House: • Training and Tools • Contractors: • Ensure Licensure
