    12. 12 ANSI X.12 Option 1: Original manifest (trip and shipments) via the ANSI X.12 transaction set 309 “Customs Manifest” Option 2: Preliminary shipments via 309 Trip via ANSI X.12 transaction set 358 “Customs Trip Information” with shipments listed in MBL segment “Bill of Lading” Option 3: Preliminary shipments via 309 with trip number in M10 segment “Manifest Identifying Information” Trip via 358 “Customs Trip Information” If a manifesting carrier is in possession of full shipment and trip information, the carrier may transmit an original manifest message (309 Customs Manifest) identifying the trip, conveyance, crew, equipment and shipments associated therewith. This is considered a complete manifest and no further 358 Consist Information (Trip Information) message or 353 Events Advisory Details message will be required. The manifesting carrier may send individual preliminary shipment manifests (309 Customs Manifest) without identifying the trip, conveyance, crew, or equipment. When shipments are scheduled for movement, the manifesting carrier will transmit a 358 Customs Consist Information (Trip Information) transaction set providing trip, conveyance, crew, and equipment data. The 358 Customs Consist Information transaction set will be used to link preliminary shipment numbers to the Trip. If a manifesting carrier is able to schedule a trip prior to associating the shipments for the trip, the carrier will transmit a 358 Customs Consist Information message (Trip Information) transaction set providing trip number (M1006), conveyance, crew, and equipment data. When the shipments for the trip have been identified, the carrier will transmit the shipment manifests in the 309 Customs Manifest transaction set as preliminary shipments, making sure to include the M1006 trip number provided prior on the 358 Customs Consist Information (Trip Information) transaction set. This will enable CBP to automatically associate the preliminary shipments (309’s) with the Trip information. In the second and third scenario, the manifesting carrier will be required to transmit a 353 Customs Events Advisory Details transaction set with a code ‘Z’ ‘End of Manifest’ in the M1501 to signify the completion of the manifest. Once the 353 transaction set has been sent to say the manifest is complete, any changes to trip, conveyance, crew, equipment or shipment information will be considered a manifest amendment, and subject to the restrictions provided by law and Regulation. If a manifesting carrier is in possession of full shipment and trip information, the carrier may transmit an original manifest message (309 Customs Manifest) identifying the trip, conveyance, crew, equipment and shipments associated therewith. This is considered a complete manifest and no further 358 Consist Information (Trip Information) message or 353 Events Advisory Details message will be required.     41. 41 As you can see, ACE will not only provide tangible benefits for CBP and the trade community, but it will also be the cornerstone of homeland security. These efforts will help us to combat terrorism, integrate effectively, and facilitate legitimate trade around the world. CBP invites importers who want to participate in ACE to refer to the Federal Register Notice (FRNs) of May 2002, which describe the application process and requirements for participation. They also describe the test period which comprises the first phase of ACE. CBP published two more FRNs in the winter of 2004. These FRNs invited the participation of brokers and carriers in the ACE program and include the application processes and participation requirements specific to brokers and carriers. As you can see, ACE will not only provide tangible benefits for CBP and the trade community, but it will also be the cornerstone of homeland security. These efforts will help us to combat terrorism, integrate effectively, and facilitate legitimate trade around the world.
