  4. 2018 Constitutional Changes • • Update the requirements for all new member schools to require at least one independently sponsored, interscholastic athletic program for each gender (unless a single gender school) in each WIAA sport season. New membership shall be probationary for three years and Area Meeting and Annual Meeting attendance shall be required throughout the probationary period. The probationary period is three years. (393-10) • • Schools who miss the deadline for varsity co-ops to form co-ops for regular season only. (377-28)

  8. 2019 Amendments to Constitution, Bylaws and Rules of Eligibility • Constitutional Amendments • Only WIAA members that are in good standing are eligible for the State Tournament Series. (379-8) • Addition of denying hosting opportunities as a disciplinary alternative to already existing penalties for rule violations. Intermediate step between placing schools on probation and removing from State Tournament Series (385-3) • Mandate December 1 every even-numbered year as the co-op deadline for football-only conference realignment requests. (380-6)

  9. 2019 Amendments to Constitution, Bylaws and Rules of Eligibility • Bylaw Amendment • Football sponsorship declarations, for both 8-player and 11-player programs, must be made by December 1 in even-numbered years for football-only conference realignment consideration by the Conference Realignment Task Force. (385-3) • Rules of Eligibility Amendments • Providing unrestricted eligibility to transfer students who have had no previous participation in athletics, regardless if the transfer was made necessary by a total and complete change of residence of the parents. (370-29) • Membership-wide uniformity in the code of conduct requirements for student-athletes charged with a felony. Students, upon being charged and/or convicted of a felony, are ineligible for all participation until the student has satisfied all the requirements ordered by the court. (335-52)

Signatures of all affected schools required on application • Lack of a formal process – no longer a stand and declare process at Area meetings; online application process • Unclear timeline – formalized timeline with all options clearly displayed

  28. Break-Out Topics – WIAA Technology Development & Online Tools • How do you or coaches manage uploading schedules, score reporting, season summaries, officials, etc.?  What redundancies occur? Please help identify this “overlap”, elimination, and scope of what would be helpful to offer or not include. This will help immensely in determining the initial needs and priorities and the feasibility. • What other features would be helpful to have accessible in this same portal as we build it up without existing structures to modify or adapt to consolidate and save time on existing tasks? • What other areas can be expanded in the WIAA web platform to help address reducing workload for ADs and coaches?

  31. 2018-19 Year in Review Highlights • Award of Excellence—Presented to 27 member schools who have exhibited a high level of sportsmanship, ethics and integrity • Hosted the Inaugural 8-player Football State Championship • Recognized 32 Scholar Athlete at Banquet—Lance Allen as keynote speaker • Expanded the use of “Zoom” meetings to further accommodate coaches and AD’s —seeding meetings, New AD’s, planning meetings, advisory committees, etc. • Implemented the “Thumbs Up Thursday” initiative to highlight things that teams are going above and beyond • Board of Control approves Conference Realignment Task Force • Board of Control approves state-wide football-only conference realignment • Revamped the online Officials Center • Launched a brand new WIAA website • Hired staff member Bobby Blom in the new position of Information Technology Assistant and help desk • All WIAA sports saw an increase in the number of licensed officials. From 9,007 (2018) to 9,398 (2019)

  32. 2018-19 Year in Review Highlights continued • $2.8 million reimbursed to schools—highest in 10 years • $25.8 million reimbursed to schools over the past 10 years (31% of total operating revenue) WIAA Staff and other Special Recognition • Sheila Schulfer honored by the Wisconsin Track & Field Coaches Association Hall of Fame with an Award of Distinction • Five coaches selected as NFHS Section 4 Coach of the Year—Timothy Ahren, St. Mary’s Spring (Boys Hockey), Andrew Andress , Hartford Union (Girls Tennis), Lauren Cabalka, Middleton (Girls Swim & Dive), Steve Jones, Kimberly (Football), Barry Smanz, Dodgeland (Girls Cross Country) • Kate Peterson Abiad and Stephanie Hauser, serve the NFHS membership as workshop presenters at the NFHS Summer Meeting in Indianapolis • Stephanie Hauser selected to serve as the NFHS Gymnastics Rules Committee Chair
