  1. Congressional Reconstruction Chapter 15.2-15.3

  2. 14th Amendment • The Radical Republicans’ plan for Reconstruction was the 14th Amendment, which granted citizenship to former slaves. • Southern states that approved the 14th Amendment would be allowed to rejoin the Union.

  3. Texas & the 14th Amendment • Since they did not want to cancel the Black Codes, Texans refused to ratify the 14th amendment & were kept out of the Union. • Only Tennessee approved this amendment.

  4. Reconstruction Act of 1867 • This act placed the 10 Southern states under military rule & divided them into 5 military districts. • This act also required the states to eliminate the Black Codes & to grant suffrage to African Americans.

  5. Ku Klux Klan (KKK) • In 1866, the Ku Klux Klan formed in Tennessee to maintain white dominance & to keep African Americans powerless in the South. • Members included military & political leaders.

  6. Ku Klux Klan (KKK) • The KKK violently attacked freedmen & white Republicans in order to keep them from voting. • The KKK committed over 1,000 murders during Reconstruction (1865-1877)

  7. Edmund J. Davis • In November 1869, Republican Edmund J. Davis won the election for Governor of the new Texas state government. • Texas’ Congress then approved the 14th & 15th Amendments & were readmitted into the Union in 1870.

  8. Redeemers • This group of Democrats were afraid that Governor Davis would use the state police & militia against anyone who opposed him. • The actions of the Redeemers caused Gov. Davis to become unpopular in Texas.

  9. Richard Coke • Richard Coke became the Governor of Texas in 1873. With him in power, the Democrats now had control of Congress. • They reversed Edmund Davis’ policies & caused African Americans to have less rights.

  10. Constitution of 1876 • The Redeemers formed a new Constitution that took away most of the power from the Governor. • This is the same Constitution we still have in Texas today. Since 1876, it has been amended 400 times.
