MOJ – update on activities March-September 2016 • Implementation of activities in AP23 – preparing for III & IV quarter following new government establishment • Implementation of activities in NJRS • Legislative activities: • Preparation of Draft Law against violence in family and partner relationships • Preparation of amendments to the Criminal Code – acquis alignment • Preparation of amendments to the Law on Seizure and Confiscation of Property • Preparation of Draft Law on Anti - corruption Agency • Preparation of Draft Law on organization and competence of state bodies in suppressing organized crime and corruption • Adopted amended AP for National Strategy for the Fight Against Corruption • Adopted set of 8 bylaws for LoES implementation

RAFU MOJ – update on activitiesMarch-September 2016 • Development of a joint report on AP23 implementation in I & II quarter 2016 • Statistical report on AP23 implementation in I & II quarter 2016 • Public presentation of the report on AP23 implementation (EUD, embassies, OSCE, media, CSOs, stakeholders, state institutions) • Support provided for the implementation of the analysis on victim support in Serbia • Comparative Analysis on universal jurisdiction in criminal proceedings for war crimes • Comparative Analysis on democratic participation of national minorities in Serbia • Public campaign for fight against violence against women in family and partner relationships • Collection of data & input for EC Progress Report on Serbia 2016 • Support to preparation of documents re implementation of AP23 (Mid-term evaluation in terms of professionalism/competence/efficiency of judiciary, having in mind conclusions and recommendations from Judicial Functional Review) • Support to the WG for drafting Prosecutorial Strategy for war crimes • Support to the Department of judicial professions and WG for drafting bylaws for the LoES • Preparation of the Action Plan for the implementation of Financial Investigations Strategy • Organization of public debates and round tables related to the new draft laws • Support to meetings of Strategy Implementation Commission • Creation and implementation of promo campaigns related to introducing of court stamps in Serbian judicial system and Register of unpaid fines of the misdemeanor courts • Support to the drafting process and promotion activities of Guidebook for communication of public prosecutor’s offices • Update of NPAA • Draft of Guidelines which determine the directions of ICT system development in Serbia (conceptual model) and which include data on infrastructure of Information and Communication Technology

RAFU MOJ – update on activities A2JMarch-September 2016 • Amendments to the Draft Law on Free Legal Aid • Analysis of the court fee waiver system finalized including: • Comparative analysis on fee waivers in court proceedings • Serbian normative framework vs. states in the region • Key issues in current practice • Recommendations for system improvement • At the request of MOJ, the analysis also involves financial aspects (comparison of level of fees in Serbia & states in the region) • Presentation of the Analysis performed – a need for combination of the effects of FLA & Fee waivers – impact on citizens with most vulnerable socio-economic status • Comprehensive analysis on inclusion of stronger procedural safeguards, access to lawyer, victim support started in 2015 –in progress

RAFU MOJ – Update on Training providedMarch-September 2016 • Set of separate training /consultative sessions on effective reporting & monitoring AP23 for focal points: • State Prosecutorial Council • Judicial Academy • Office for Human and Minority Rights • Commissioner for the Protection of Equality • Ministry of Education • Ministry of Construction • Official Gazette • WCPO • Regulatory body for electronic media • Training sessions at the Office for Human and Minority Rights on establishment of monitoring system for AP Exercise of the Rights of National Minorities

Campaigns & Public debates – RAFU MOJ Support for organization of 8 public debates and round tables related to the new draft laws and 4 meetings of Strategy Implementation Commission Participation in creation and implementation of promo campaigns related to introducing of court stamps in Serbian judicial system and Register of unpaid fines of the misdemeanor courts Support during drafting process and promotion activities of Guidebook for communication of public prosecutor’s offices

RAFU MOJ – Planned Training/Workshops • Workshop on European standards regarding judicial experts and expertise (December 2016) • Multilateral training sessions – addressing identified challenges in reporting on implementation of the Action Plan for the Chapter 23 (by December 2016) • On-the-job training– support to relevant departments at the Ministry of Justice in the process of implementation of the Action Plan for the Chapter 23 • On-the-job training– support to the Office for Human and Minority Rights in the process of monitoring the AP Exercise of the Rights of National Minorities
