European Technology Platforms Bottom-up process promoted by EC from 2003 Effective means of defining research and development priorities, timeframes and action plans on number of strategically important issues • Establishing stronger links between research and industry • Increasing the scale and impact of research investment, more efficient investment • Enhancing the coordination of research in Europe • Raising technology content of industrial activity • Establishing public-private partnership • Long term research agendas

European Technology Platforms Three- stage process: • Emergence and Setting Up Initiating role of industry, stakeholders together, strategic vision document • Definition of Strategic Research Agenda Research and technological development priorities, deployment strategy • Implementation of Strategic Research Agenda Implementation supported by Community research programmes

European Technology Platforms Contribution to policy objectives: • Timely development and deployment of new technologies – radical change in one or more industrial sectors hydrogen and fuel cells, nanomedicine, plant genomics, new electronic media • Technology development with a view to sustainable development water supply and sanitation, photovoltaics, sustainable chemistry, global animal health, road, rail and maritime transport, industrial safety, clean power, advanced engineering materials • New technology-based public goods and services innovative medicines, mobile and wireless communications • Achieving technological breakthroughs in high technology sectors aeronautics, nanoelectronics, embedded computing systems • Renewal, revival or restructuring of traditional industrial sectors steel, textiles and clothing, forest resources, manufacturing and construction

Polish Principles of Financing Science 5th February 2005 - Act on Principles of Financing Science • establishing Council for Science (replaced the pre-existing Committee for Scientific Research) • financing common research of scientific networks • financing research projects ordered by Ministry in the areas defined in National Framework Programme • financing international cooperation – cofinancing international research projects and actions supporting participation in the projects

National Framework Programme Defines priorities of research in Poland on basis of propositions expressed by authorities, local governments, research institutions, universities(important role of National Technology Platforms) Objectives • Concentration of financial resources on selected areas important for Polish economy and society • Basis for calls for proposals for research projects Types of activities: • Ideas • Technologies • Peoples • Infrastructure

  11. Polish National Technology Platforms 2004 – start of the process of establishing National TPs (Aviation, Construction, Textile) January 2005 – official inauguration of NTPs by Ministry of Science and Information Technologies March 2005 – establishing of Coordination Committee of Polish TP

Polish National Technology Platforms Definition Technology Platform – consortium grouping key stakeholders for research and innovation development in the areas strategically important for national and European economy and society. TP should establish Strategic Research Agenda (SRA) and mobilize available resources to SRA implementation

Polish National Technology Platforms Objectives European level: • Active participation in the structures of ETPs, • Participation in defining and realization of SRA • Contribution to ETPs deliverables • Dissemination of ETPs deliverables • Participation and promotion of European initiatives and projects • Participation in FP7 • Support from Member States

Polish National Technology Platforms Objectives National level: • Preparation of ambitious national R&D programs in the strategically important national economy sectors for National Framework Programme • Integration of key actors around defined strategies, involvement of all stakeholders. Establishing of strong links between research and industry • Mobilization of public and private, national and European resources – in particular from industry • The best use of Structural Funds from the point of view of national economy competitiveness (National Development Programs 2004-2006, 2007-2013) • Dialogue with societal players • Promotion of R&D activities in the areas represented by TP
