SOUTHCOM AOR • A very different AOR • Few troops stationed in the AOR, but 300,000 servicemen go through the AOR every year • Over 50% of the DoD medical support comes from the USAF • Importance: • ~40% of US crude oil comes from the AOR • 40% of US exports go to the AOR • Today’s US immigrants • Except for Cuba, all countries are democracies

  4. SOUTHCOM AOR • CINC’s Emphasis • Colombia • The ABC countries • Andean Region (Venezuela, Ecuador, Peru) • SAF/IA (Americas Division) • Complete the $680M sale of F-16 to Chile • Begin the process of a bid for an F-16 sale to Brazil

  5. SOUTHCOM SG • My Goal: • Develop a coherent Medical “Cooperation” Strategy in the AOR that parallels the CINC’s TEP • Establish the Medical Requirements to support the strategy with the Joint Staff • Forward the requirement to the services so (SOUTHAF, USASO) that the requirements can be POM

USAF Projects in the AOR • Central America • The majority of MEDRETs supporting our GMEs • Puerto Rico • ANGB, SOUTHCOM, 12AF establishing AE capability • Andean Region • Colombia: 59MDW IHS & SAM developed Aeromedical piece of Plan Colombia • ABC Countries • Regional Aeromedical Symposium - Argentina Aug 02 • Brazil has requested to establish official AF- AF medical engagement - initial visit this June by 59th IHS

USAF Projects in the AOR • Chile • Several years history of joint training: • Exchanges between Chile, 146AES (California ANG) and 59MDW since 1995 • Goals Set April ‘98 by FACH and USAF SGs • Establish and Build Coalition Partnerships • Build International Medical Bridges • Further Disaster Preparedness • Develop Regional Trauma Systems

Chile: Strategic Tactical Accomplishments • Tactical Accomplishments • Develop a Partnership with the FACH for joint Aero-Medical Evacuation in the Southern Cone • Chile develops and IOCs the Chilean version of the EMEDS Basic: ERSAM • Interoperable with AFMS EMEDS • Tested in real world emergencies every year : a Chilean National asset • Gen. Rodgers Represents US Southern Command at the First South American Aeromedical Evacuation Symposium Hosted by the FACH • During visit Gen Rodgers obtains full support from the FACH leadership to proceed with a draft MOU on Regional Aeromedical Evacuation between USAF and FACH.

Chile: Strategic Tactical Accomplishments • Tactical Accomplishments • Develop a comprehensive Trauma and Disaster preparedness Regional System for the Southern Cone (meeting Chilean needs) • Jun 01 E-IMET Course “Leadership Program in Regional Disaster Preparedness & Response and Trauma System Management” (Regional participation from, Colombia & Chile along with Chilean civilian authorities) • A “Personnel Exchange Program” formally initiated. Chilean Surgeon ( Dr. Polanco) first to rotate at Wilford Hall Medical Center. Two AF physicians (Drs. Dorlacs) are now stationed in Santiago/FACH Hospital. The next FACH rotation to WHMC to start Jan 03. • Goal: Help develop a cadre of FACH instructors

Continue to Bolster the FACH's AE capability and Interoperability with the USAF Help the FACH Transition to the F-16 Weapons System in Medical Aspects Via the PEP, help the FACH become the Medical Education and Training model for SA Sign Aeromedical Evacuation Agreement Official Partnership with CA ANG Help the FACH establish rotations in USAF FS F-16 training courses Help the FACH in developing a cadre of instructors (E-IMET, TRACS) Chile: Strategy“The Next Five Years”

From the NOVA GP • The SC SG office has always received support from Army Med Com • July 1st the SCSG will be AF • Likely for Army Med Com to retrieve it’s support • I will need support from the NOVA Group • Support for the AF engagement in the AOR • Support in AF manpower replacement • Support for 12AF(ACC) Medical plans section • Support for the 59MDW IHS • Top Cover on medical issues
