Teleconference Highlights • Teleconferences reasonably well attended • Several companies have volunteered to “lead” discussions of Standards Under Development • Brazos, CenterPoint Energy, Luminant, Oncor, Texas RE, ERCOT, Austin Energy • Using a Standard Review Form when appropriate • Teleconferences continue to be a great way for companies to share views (including those from trade groups) and discuss them from an ERCOT regional-perspective RSC Meeting April 3, 2013

Teleconference Highlights • Hosted Special Guest Presentations • Update on NERC subcommittee’s actions regarding SPS definition effort (David Penney) • Informal outreach from PER ad hoc group (Jim Bowles) • Refreshed the Texas RE NSRS webpage • Proposed revisions to the NSRS Procedure • Ready for RSC approval; see final slide RSC Meeting April 3, 2013

NERC Standards Activity – since Jan. 1, 2013 • 15 ballot periods completed covering • 5 standards • 4 interpretations • 3 additional topics (e.g., Paragraph 81, statutory definitions) • 6 items passed recirculation ballot in Q1; at various stages in the process • 10 items received NERC BoT approval • 7 petitions submitted to FERC for approval • Project 2008-06 (CIP v5) • Project 2009-19 (BAL-002-1a interpretation) • VAR-001-3 (WECC Variance) • Project 2007-17 (PRC-005-2) • Project 2010-11 (TPL Table 1, footnote) • Standard Process Manual Revisions to Implement SPIG Recommendations • Project 2013-02 (Paragraph 81) • Project 2007-12 (BAL-003-2) RSC Meeting April 3, 2013

  6. FERC Standards Activity – since Jan. 1, 2013 • NOPR issued on Project 2011-INT-01 (MOD-028-2) • 3 Orders issued • Approving FAC-003-2 (Project 2007-07) • Remanding interpretation on CIP-006 (Project 2008-10) • Remanding interpretation on CIP-002 (Project 2010-INT-05) RSC Meeting April 3, 2013

  7. NSRS Procedure Revisions • May 1, 2013 version replaces November 3, 2010 version • In general, updates align procedure with practice • NSRS provides regular updates to RSC (not findings and recommendations) • There is no voting structure associated with NSRS; it operates on a voluntary, consensus-based model • Chair and Vice Chair are selected by NSRS participants; vacancies filled as needed • NSRS may designate a point of contact for particular projects • Texas RE’s role includes scheduling and facilitating web-meetings • NSRS should strive for diverse participation from all sectors and from large and small companies • Updated Texas RE address • Seeking RSC approval of May 1, 2013 version RSC Meeting April 3, 2013
