Key tasks of partners in the operational model I • Every partner involved in the model takes over a certain position and administers the defined key tasks derived from his/her responsibility for the achievement of objectives. The key tasks of the operative partners (people with a disability, management consultancy, social service providers and enterprises) will be described in this concept.

  3. 1.1. Key tasks of people with a disability People with a disability are actually clients for individual performances in the system. They independently determine their aims and ways to occupation in the general labor-market as far as possible. People with a disability should be able to establish and enhance the following key skills- as far as possible: • People with a disability should be able to establish and enhance the following key skills- as far as possible: • Independent shaping of life • Independent presentation of themselves and their skills • Willingness to learn and change • Responsible for their employability • Mobility

  4. 1.2. Key tasks of the management consultancy In reference to guidance and furthermore occupation in the general labor-market, the management consultancy represents the most important and regionally effective contact point and link between enterprises and people with a disability. It qualifies enterprises for co-operation and unites enterprises seeking people with people with a disability seeking work. • The management consultancy needs to know and evaluate the basic conditions, possibilities and boundaries concerning the occupation of people with a disability in the natural catchment area and living space of the general labor-market. • The advisors of the management consultancy regard enterprises of one region as their primary clients. They inform, clarify, advise and support these enterprises and, if required, place workers in close collaboration with special integrative services.

The management consultancy needs to dispose of the following key competencies: • Acquisition of workplaces with flexible “products” for enterprises • Know-how regarding the advice for enterprises in the fields of activity • Know-how for creating regional enterprise-networks • Know-how to organize complex employment models as well as appropriate workplace models • Know-how concerning the qualified placement of people with a disability

Employees work for the management consultancy in following positions: • Program manager for the overall coordination of programs • Calling agent for briefing appointments • Key Account Manager for permanent customer service • Specialist to support consultants in special demands regarding the area of disability

  7. 1.3.Key tasks of social service providers (special integrative services) • The social service providers are “primary advisors”. They prepare people with a disability for the requirements in the general labor-market and render them “job ready”. • These service providers are the most important cooperation partners in the matching process and are involved in the placement process from the very first. They are responsible for clearing and attendance for people with a disability in the workplace. • Therefore the following key competence is needed: • Assessment of capabilities of ministered people with a disability

  8. 1.4. Key tasks of entrepreneurs • Enterprises are the primary clients for the management consultancy. They pay for services and want to benefit from the economical, functional and emotional value. • Entrepreneurs, officers of personnel and executives have to be qualified in regard of the employment of people with a disability. Their key task is to phrase requirements as well as guidance and direction of subordinated people with a disability. The management consultancy could conduct as an advisory supporter (e.g. mentoring).

  9. 2. Integrated consulting approach and principles 2.1. The chosen consultancy approach The Challenge BASB enhances an operational instrument of labor-market policy with the announced management consultancy- provided since 2003. It is a multiple innovation: • The management consultancy is part of a preventative labor-market policy • It takes hold of European requirements (focal points of the European Social Fund, priority in competitive capacity and employment, SP 3a and the directive EG 2000/78/EG) • The management consultancy refers to key companies of the BASB (KMU- providing work for people with a disability within no obligations and exceeding the employment-quote respectively) • The contents of advice of the management consultancy combine relevant operative procedures with regional political labor-market conditions • With the management consultancy, the BASB is able to act actively and betimes- instead of reactively

The bidding consortium has long lasting knowledge referable to program implementation and conversion on the one hand and gathered otherwise valuable experience concerning the implementation and conversion of the ‘flexibility consultancy for enterprises’ (Flexibiltätsberatung für Betriebe) in Vorarlberg. The bidding consortium considers following challenges in the implementation of a management consultancy and replies to them in the representational proposal in detail: • Expanded competencies in consultancy (program know-how, know-how in political labor-market instruments and institutions, know-how in the placement of people with a disability, know-how regarding the figuration of handicapped accessible Workplaces, know-how in fields of activities of consultancy)

Target group enterprises: key clients of BASB; the management consultancy aims to be a permanent partner of enterprises concerning special recruitment questions • Free consultancy proposal is not decisive for demand of enterprises • Consultancy and program standards in consideration or regional specifications
