Considerations around the principles of Open Learning • Part of a social justice agenda – not a free market agenda • About access and success • Can be applied to any educational programme • Will be embedded in, as well as enhance and expand the current education and training system – not a separate system

Open Learning Principles about…. • Increasing access and removing barriers • At an affordable price • Where prior learning and experience is recognised wherever possible • Where learning provision is flexible, allowing learners to increasingly determine where, when, what and how they learn • By creating the conditions for a fair chance of learner success through learner support, contextually appropriate resources and sound pedagogical practices

Activities of the Open Learning Project • Pilot an open learning system in the following programmes: - one skills programme - five subjects for NASCA - two NCV subjects - a Career Development Practitioners’ programme; 2. Publish case studies on the application of open learning in PSET; and 3. Coordinate, research and promote the use of Open Educational Resources (OER) in PSET

Open Educational Resources (OER) • Open educational resources (OER) are free and openly licensed educational materials that can be used for teaching, learning, research, and other purposes. • OER typically refers to electronic resources, including those in multimedia formats, and such materials are generally released under a Creative Commons or similar license that supports open or nearly open use of the content. • OER can be adapted to keep pace with new technologies and changes to academic disciplines and teaching methods. Depending on the resource, these updates might be made by the creator or by users of the resource. • OER are one way to address the rising costs of education, and they also have the potential to facilitate independent, self-directed study.
