  1. 2013 Manager Enrichment Session December 11, 2013 Health System Physical Plant (HSPP) Chuck Parker, Deputy Director

  2. Strategic Planning - HSPP A Definition of Strategic Planning A systematic process of envisioning a desired future, and translating this vision into broadly defined goals or objectives and a sequence of steps to achieve them. In contrast to long-term planning (which begins with the current status and lays down a path to meet estimated future needs), strategic planning begins with the desired-end and works backward to the current status. At every stage of long-range planning the planner asks, "What must be done here to reach the next (higher) stage?" At every stage of strategic-planning the planner asks, "What must be done at the previous (lower) stage to reach here?"

  3. Strategic Planning - HSPP Hospital Strategic Plan Two factors that I believe will affect the Strategic Plan for the Hospital • Organizational Changes in Leadership • Affordable Healthcare Act changes

  4. Strategic Planning - HSPP Executive Vice President for Health Affairs • Vice President and CEO of the UVa Medical Center • Dean, School of Medicine • Dean, School of Nursing • New EVP for Health Affairs - 2013 • New Dean, School of Medicine – 2013 • New CEO in mid-2014

  5. Strategic Planning - HSPP • New EVP for Health Affairs Dr. Richard Shannon started in late 2013 • Previously was Professor of Medicine and Chairman of Department of Medicine at University of Pennslyvania • Nationally recognized for patient care innovation, research and clinical experience. • His primary responsibility will be to align the key components of the UVa Health System to position it to achieve the goal of becoming a top-decile academic medical center.

  6. Strategic Planning - HSPP • New Dean, School of Medicine Dr. Nancy Dunlap started in late 2013 • Previously worked in Washington DC as physician-in-residence with the National Governor’s Association. • Worked as vice chair for Clinical Affairs, Department of Medicine, University of Alabama – Birmingham • Has worked to improve healthcare quality and outcomes through more efficient patient care delivery processes and information technology.

  7. Strategic Planning - HSPP • New Chief Executive Officer, UVa Medical Center Nationwide search ongoing to replace Mr. Ed Howell Should start work in mid-2014 This may result in additional leadership changes within the hospital executive and senior management team.

  8. Strategic Planning - HSPP • These personnel changes may result in a change in focus for the hospital and the services provided – or at least how these services are provided since the new executives have patient care focus in their background.

  9. Strategic Planning - HSPP Affordable Care Act (ACA) • One of the concepts of the ACA, as stated on the website is – The Affordable Care Act puts consumers back in charge of their health care. Under the law, a new “Patient’s Bill of Rights” gives the American people the stability and flexibility they need to make informed choices about their health.

  10. Strategic Planning - HSPP • The concept is, that by having each person have affordable healthcare coverage, that overall health will improve and visits to hospital Emergency Rooms will be reduced. (People used the ERs as the primary care site if they had no health insurance). This is supposed to eventually reduce the costs of heatlhcare nationwide.

  11. Strategic Planning - HSPP Potential implications of this plan for hospitals • Reduced ER visits could mean less revenue from ER services. • The new coverage and treatment will be provided by physicians and hospitals contracted by the insurance companies – these may or may not be affiliated with UVa.

  12. Strategic Planning - HSPP • If our existing customers get coverage that must be provided by the insurance plan’s physicians, these physicians may refer their patients to other facilities or hospitals, thereby negatively impacting the UVa hospital’s revenue and patient volumes.

  13. Strategic Planning - HSPP • Or maybe, people who have existing illnesses but have not had health coverage will be more inclined to seek treatment for their problems. This might positively impact revenues.

  14. Strategic Planning - HSPP In conclusion, Changes in the hospital’s organizational structure and the Affordable Care Act will have some impact on the hospital’s Strategic Plan for future years. How this will impact the support that HSPP provides to the hospital is yet to be realized.
