Introduction (past) In order to establish and improve control on use of ionizing radiation sources (IRS) in the Republic of Moldova during legal reform in the field , government developed and Parliament approved,by providing Law 111-XIV “on safe deployment of nuclear and radiological activities”.from 11 of May 2006. In last legislation reform from 2012, Government developed and The Parliament approved, with the inclusion of international requirements, law No.132 from 08.06.2012 with the same name “on safe deployment of nuclear and radiological activities”. 2

Licencee Mission and core functions Political arrangement: development and promotion of the state policy on nuclear and radiologicalactivities The practical regulation: • monitoringof international treaties, implementation in the field with the presentation of national reports; • authorization of nuclear and radiological activities based on the evaluation of applications and compliance to the conditions of radiation protection, nuclear and radiological security, physical security of nuclear and radiological facilities and to the safeguards where necessary; • state inspection and supervision to verify the conditions of nuclear and radiological safety, physical security of nuclear and radiological facilities, non-proliferation regime of nuclear and radiological weapons; • keep records of ionizing radiation sources, managing and updating the National Register of IRS available in the country and authorized legal and physical entities; • ensuring the transparency in decision making in regulating of nuclear and radiological activities; • representation as a national contact point with the International Atomic Energy Agency (IAEA), third-regulatory institutions of other countries. 3

Regulator authority maintaining register of IRS. • Regulation on the National Register of ionizing radiation sources of authorized legal and physical entities nr. 1017 from 01.09.2008 (updated in (2012), • Regulation on the state control and supervision of nuclear, radiological activity and non-proliferation regime of nuclear weapon nr. 153 from 28.02.2014. • Regulation on authorization of nuclear and radiological activity nr.727 from 08.09.2014. • Regulation on safe transportation of radioactive materials Nr. 434 from 16.07.2015 • Regulation on radioactive waste management nr. 388 from 26 june 2009. • Etc.

Managing and updating the National Register of ionizing radiation sources and authorized persons In order to achieve international requirements, by government was developed, approved and updated in (2012), Governmental decision(GD) Nr.1017 from 01.09.2008 “concerning national register of radiation sources, authorized legal physical entities”. The Governmental decision regulates establishment, maintaining and updating by NARNRA - the National Register (hereinafter - Register) of IRS for authorized legal and physical entities and is enforceable for all above mentioned authorized and unauthorised entities, engaged in such activities with IRS, NM and /or radioactive waste materials (RWM), regardless of their form of ownership and departmental subordination.

Managing and updating the National Register of ionizing radiation sources and authorized persons From 2007-2009, the National Register was managed electronically(Excel file) and on paper, according to GD no. 1017 from 01.09.2008 on the National Register of ionizing radiationsources and authorized legal and physicalentities. Since 2010, for better and efficient evidence of IRS, NARNRA has signed cooperation agreement with US NRC, concerning use of the application software Advanced Regulatory Information System (ARIS), developed by the US NRSC in the framework of U.S. NRC Radiation Sources Regulatory Partnership program.

Managing and updating the National Register of ionizing radiation sources and authorized persons (the present) In the Republic of Moldova, NARNRA since 2010 operates ARIS ARIS is an application software to assist Regulatory Bodies in managing their regulatory activities connected with registration of IRS, Licensing, Inspections, accounting of NM, registering and tracing of workers doses, etc. ARIS users: from eastern Europe Moldova, Armenia, Georgia WE ARE TRYING TO HARMONIZE THE SYSTEM TO WORK PROPERLY

Managing and updating the National Register of ionizing radiation sources and authorized persons The register is a unique system of the state control of IRS, NM and RWM, which establishes the purpose of the state registration, supervision, location, and their movements, quantitative and quality analysis in order to plan accumulation, servicing, accident prevention with IRS and, unauthorized use . • NARNRA includes information about IRS and NM in accordance with Annexes from 1 – to 10, filled by legal and physical entities(licencee) in cases as follow: • import; • export; • procurement; • production; • change of the owner; • the transfer; • changing the place of their stay; • the transfer of SRI for technical services; • performing annual inventory; • assignment to category of IRS, NM and of radioactive waste;

Managing and updating the National Register of ionizing radiation sources and authorized persons The update is performed weekly, based on information from the Inspectorate section after inspections,also fromEvaluation and Authorization Service. The record keeping systemof IRS system covering all main areas of the regulatory framework: • RASODmoduleis a database for ionizing radiation sources and was developed to assist regulatory bodies for registration and control of IRS. RASOD allows users to enter and edit information about sealed and unsealed sources, x-ray generators and associated equipment. RASOD allows users to search, filter data in the database and to generate fixed format and flexible report. Generated reports can be converted to PDF or doc formats and then printed.; • AUTHORIZATION module is designed for the authorities responsible for regulation of nuclear and radiation safety. The AUTHORIZATION is a database for authorizations and permissions granted by a regulatory body for implementation of practices with sources.

Managing and updating the National Register of ionizing radiation sources and authorized persons • The LICENSEE module is an independent module for adding, editing, storing and deleting the information about companies / licensees (legal entities and natural persons) using IRS for different purposes (use, storage and etc.). • NUCMATmodule is a database for accounting and control of nuclear materials • OCCUDOSES moduleis a database for doses of industry and medical workers (under development); • TESTING moduleis a database for examination and verification of qualified staff, trained in industrial and medical radiography; • INSPECTION and Enforcement moduleis a database for Regulatory Authority inspections (preparation, performing and results) • Currently two modules (RASOD and Authorizations) are managed via updated software – ARIS v.2.0 version

Presentation of information by entities • at the end of each year, until 31st of December, authorized entities, obliged to send on NARNRA address fax/e-mail, truthful data about the presence, location, quantity, circulation, import, export, temporary disposing or permanent storage of IRS and NM; • by e-mail/fax, within three working days, to the NARNRA office, data about location changing, transfer, sale, loan, import / export and transmitted for temporary storage of IRS and NM.

  14. records and control of IRS and NM also are carried out by legal and phyzical entities: - on a basis of the primary phases: production, use, processing, disposal, storage, movement for temporary or permanent storage, starting customs service control at the border crossing point; - quantitatively, in accordance with the volume, activity, isotopic composition, physical condition of aggregation of the location, storage, temporary or permanent storage; - from the initiation phase to production phase, temporary or permanent storage of IRS and NM. Managing and updating the National Register of ionizing radiation sources and authorized persons Records includes: • Sealed radioactive sources, whose quantity and activity, exceeds the approved exemption level; • A quantity and activity of nuclear material(NM) which exceeds approved exemption level ; • Radioactive waste materials (RWM); • Ionizing radiation generators and particles accelerators; • NOTE: Radiopharmaceuticals, kits for immunological radioisotopes used in medicine, radionuclides markers, radioisotopes preparations and solutions based on radionuclides with a half-life up to 60 days, including Iodine-125, with a summary activity below 10 GBq (10¹º Bq) registrations are done only by the operators, which have an intention or and authorization to buy and to use them.

Challenges Challenges facing us: • Unauthorized users and sources (out of regulatory control) from separatist region of Transnistira (Non-Governmental controlled area) (as a main challenge); • Collect information from authorized entities, about IRS existing in the country (including receiving reports by 31 December each year, concerning performing annual inventory); • Out of Regulatory control sources(orphan); • Use of two register systems for conducting inspections (State Chancellery and RASOD from ARIS) • Leaving and lack of the staff making life and a job harder, because information received from operators some time remain un upgraded in the Register. 19

Future is now • INTERACTIVE MAP OF IRS IN MOLDOVA • Drawing up of an interactive map, allows to find easily location and placement on the map of ionizing radiation sources, according to the GPS coordinates for each of them. • Assess the risk from each source placed in territory of the country before to go for the inspection or other activities. • It will help more effective and more eloquent to plan and to carry out inspections. • It is necessary to increase efficiency and capacity to react in cases of possible radiological incidents. • Interactive map will allow, if it will be necessary – updating of the information on the map generated from the National Register of ionizing radiation sources and view essential information about IRS, for each requested source, each zone, region or entirely per country.

  22. Future is now Consequently identified more than 8000 sources to be placed / converted on the interactive map. Positions (coordinates are prepared in Excel) and other information need’s to be converted from ARIS software on the interactive map, which includes: - Order number; - ID number assigned by NARNRA; - Serial number of IRS (if it exist); - Nuclide; - Latitude; - Longitude. Trough FTP access to site anranr.gov.md we correlate interactive map with the home page of NARNRA.

Conclusion • Government of the Republic of Moldova couldn't define opportunities to establish threats from unauthorized operators and sources (out of the Regulatory Control) from the Transnistrian region. • NARNRA making big efforts to collect information and sources existing in the country with proceeding of the inventories. • NARNRA in near future will give, with a restriction access to the operators as a user to the REGISTER (to read only). • Lack of staff making life and a job harder, because information received from operators some time remain un upgraded. • NARNRA and MH will have to decide about registering of occupational doses and personal dosimetry registration.
