Local Background • October 2001 - Multi-Agency Policy and Procedures (in response to ‘No Secrets’) • September 2002 - Project Officer (Adult Protection) appointed • 2003 – City of York and North Yorkshire Adult Protection Committee & Local Adult Protection Groups • 2004 – Development of local groups and Policy and Procedure Review • 2005 – Revised Policy and Procedure – launches. • 2006 – ‘Safeguarding Adults’ audit/ Review of APC • 2007 – Safeguarding Adults Partnership Board launched

Safeguarding Adults Partnership Board – North Yorkshire and York - Aims • Co-ordinate local work to safeguard and promote welfare of adults, by • Developing policies and procedures for safeguarding and promoting the welfare of adults • Participating in the planning of services • Communicating the need to safeguard and promote the welfare of adults • Ensure effectiveness of that work, by • Monitoring effectiveness of what is done to safeguard and promote the welfare of adults

Safeguarding Adults Partnership Board – North Yorkshire and York • Key tasks • Develop, review and promote the multi-agency policy and procedures • Promote inter-agency co-operation • Evaluate the implementation of policies and procedures through the collation of information from monitoring systems • Develop a training strategy and facilitate joint training • Develop funding arrangements for the Safeguarding Adults Partnership Board • Develop a long term plan for the implementation of policy and sustaining a high level of commitment to safeguarding adults

Safeguarding Adults Partnership Board – North Yorkshire and York • Membership (lead officers for adult protection from the following agencies/services) • City of York Council • North Yorkshire County Council • North Yorkshire Police • Crown Prosecution Service • North Yorkshire and York Primary Care Trust and NHS Trusts • Housing Authorities/Housing Associations • Commission for Social Care Inspection • Independent Residential Sector • Carers’ Organisations • Advocacy Services • Voluntary Organisations • Safeguarding Adults Co-ordinator • Meets quarterly

Executive – Terms of Reference • The Executive will oversee the strategic development of the safeguarding adults work in North Yorkshire and York, through the Safeguarding Adults Partnership Board and will aim to:- • Review performance on safeguarding adults and make recommendations about changes that need to be made within partner agencies • Make recommendations about the future of safeguarding adults services • Ensure that effective links are made to Local Strategic Partnerships and the Crime and Disorder Reduction Partnerships • Give guidance and direction to the local groups • Champion good practice

Executive - Aims • Maintaining the partnership across North Yorkshire and York • Focusing on the core protection agenda of • ‘working together on the prevention, identification, investigation and treatment of the abuse of vulnerable adults’ • Working to the ‘No Secrets’ definitions of ‘vulnerable adult’ and ‘abuse’ • Linking this work to the wider strategic partnership agenda for all adults • Membership: Senior Managers from CYC, NYCC, NYYPCT and NY Police

Safeguarding Adults Co-ordinatorSally Anderson • ‘To provide professional advice and support to the Safeguarding Adults management structures and facilitate implementation of the multi-agency policy and procedures’ • Funded by City of York Council, North Yorkshire County Council, North Yorkshire Police, North Yorkshire and York PCT

Training Advisory Group • Aim: ‘To support effective interagency working by developing a multi-agency training strategy and facilitating joint training’ • Key tasks • Develop a training strategy for all levels of staff, • Develop a training plan for SAPB • Commission, facilitate and monitor joint training for staff and volunteers. • Set standards for the commissioning and delivery of training for staff and volunteers • Monitor training activities carried out within partner agencies. • Act as a forum for the exchange of ideas, information and best practice • Manage the SAPB training budget.

Training Advisory Group • Membership:Officers with responsibility for the commissioning or provision of safeguarding adults training from • City of York Council/North Yorkshire County Council • North Yorkshire and York PCT • North Yorkshire Police • Health Services • Independent Services • Learning Support North Yorkshire • Local Adult Protection Groups • Plus the Safeguarding Adults Co-ordinator and others as appropriate

  12. Task Group • Aim ‘To undertake tasks as defined by the Safeguarding Adults Partnership Board’, for example; • Policy and procedure review • Data collection and activity Monitoring • Information sharing protocol • Members from police, social care, health and CSCI • Meets as required

  13. Local Safeguarding Adults Groups • Meet quarterly to report to Safeguarding Adults Partnership Board • Tasks • Implement policy and procedure • Promote inter-agency working • Monitor the way local policies/procedures and practices are working • Develop training and awareness
