  4. Overview of SPM • System level report on the CoC that focuses on how the community system as a whole • Measures the collective and cumulative impact of towards preventing and ending homelessness, not just specific projects • In use since 2016

Overview of SPM As a CoC looking at: • Length of time homeless • Median and average • Combinations of ES, SH, TH, and PH • Based on Entry/Exit Dates, 3.917 • Extent of returns to homeless • By project type • Within 6 months, from 6 – 12 months, and 13 - 24 months • Number of homeless persons • PIT Counts • Entered in HMIS in the reporting period

  15. Changes in 2019, most impactful • Children will inherit 3.917 data from the Head of Household • Only children (age must be known) • Includes Living Situation and Approximate Homeless Start Date

  16. SPM vs. LSA

  17. SPM vs. LSA • Results between the two reports are not expected to match • LSA looks at how households are moving through a CoC system. SPM reports on all persons served. • SPM intended to be overall CoC benchmarks, while the LSA gives detail about system functioning

  18. SPM vs. LSA • SPM reports out aggregate numbers for the CoC for each metric • No break down on household type, sub population, etc • SPM focuses more around individuals • Unduplicated number of clients that …. • SPM focuses on more project types and funding specific metrics

SPM vs. LSA • LSA is an export of aggregate data across many different variables (Example: number of households that meet the 40 variable combination) • Gives more details about the characteristics of who is served • Focuses on data at the household level (head of household and household type are really important) • LSA considers fewer project types than SPM, only considers SO when looking for Exits

Length of time Homeless SPM • Stops at gaps of a day • Days for individual clients • Meant to report out single average and median for the CoC in different categories LSA • Stops at gaps of 7+ days • Days for the household based on the HoH and Household type • Breaks out time for individual households by categories, averages in LSA Calculated

  21. Returns to Homelessness SPM • Only after Permanent Exit Destination • Includes SO and OPH types • Individual Returns LSA • Looks for activity after the exit • Only considers SO for the exit, but not returns • Returns based on the same household configuration

  22. First Time Homeless SPM • Looks at the individual, any prior enrollments in measured types count • Additional project types considered LSA • Grouped by household, “1st time homeless in that household type” • Break down based on exit destination categories
