The authors counted people as underinsured if their out-of-pocket medical expenses equaled at least 10% of their family income, or 5% if they were already low-income, or their deductible equaled at least 5% of their income. 3m

  5. What does it mean to be “underinsured?” • Definitions vary, but generally: • Underinsured: people who DO have insurance plans but whose medical expenses (excluding premiums) amount to 10% or more of their post-tax income OR 5% or more of their income if they are below the poverty line 2m
