  3. Principles of Optimization No structural and personnel Changes required But Values such as Motivation, Cooperation, Openness and Transparency Activate and use ALL resources to their FULL potential Introduce well-planned marketing and outreach Minimize required operational investment

  4. Principal Tools Support of effectiveness and efficiency of activities ACHIEVEMENT-ORIENTED APPROACH Promotes activities and leads to Motivation Mobilizes available resources FAIR EVALUATION Confirms up-grading Suggests possible improvement
