  2. PROTOCOL It is with great pleasure and gratitude to God that I stand here today as a guest speaker at the Employability Workshop for University of Ilorin graduating students. I am to speak on “The Role of ITF in providing Training and Employability Skills for University Graduates.

  3. INTRODUCTION The Industrial Training Fund (ITF) is a Grade ‘A’ Parastatal operating under the Federal Ministry of Industry, Trade and Investment. It has been operating for 47 years as a specialist agency that provides, promotes and encourage the acquisition of Industrial and commercial skills required for National Economic Development. We have a mission to set and regulate standards and offer direct training intervention in industrial and commercial skills training and development.

  4. INTRODUCTION cont’d…. The ITF renders consultancy services, implements In-house Courses/In-plant programmes on Productivity and Performance Improvement for both Private and Public Sector Organizations, Safety, Vocational Apprenticeship Skills Training among others.

  5. To meet its statutory obligations, ITF currently maintains a network of 38 Area Offices and 5 skills training centres across the Federation. These Area Offices handle ITF activities such as running of scheduled training programmes , intervention programme and other modular courses as well as revenue generation.

  6. PROGRAMMES OFFERED BY ISTCS FOR GRADUATES • Mechanical Engineering • ICT • Electronic Installation and Maintenance • Agricultural Machinery Maintenance • Motor Vehicle Repairs • Welding and Fabrication • Air Conditioning and Refrigeration

MODEL SKILLS TRAINING CENTRE (MSTC) The Model Skills Training Centre is a world class institute, where Graduates and Secondary School leavers acquire technical skills in Mechatronics, ICT, Culinary studies, Facility Management and Electronic and Computer Networking. The aim is to make them highly employable

  8. They offer certification equivalent to a National Diploma by Polytechnics. ITF Plans to replicate this model in other parts of the country in coming years.

  9. SKILLS ACQUISITION PROGRAMMES IMPLEMENTED BY THE INDUSTRIAL TRAINING FUND FOR NIGERIANS INCLUDING GRADUATES AND OTHER CATEGORIES OVER THE YEARS INCLUDE THE FOLLOWING : • National Industrial Skills Development Programme (NISDP) • Women Skills Employment Programme (WOSEP) • Skills Employment Programme for Youths in Construction Trades (CONSEP)

  21. Please contact our Area Office here in Ilorin for clarification and participation in programmes slated for implementation in Kwara State.

  22. COLLABORATION To upgrade and broaden the skills of artisans in Construction related trades. All of these are based on the Technical and Vocational Education and Training. We are also collaborating with the following organizations for the benefit of Nigerians:

Cement Technology Institute of Nigeria (CTIN) • Nigerian Institute of Building (NIOB) • Cement Company of Northern Nigeria (CCIN) Amidst all these training activities, the ITF also conduct research to identify skills training needs on regular basis. In conjunction with the United Nations Industrial Development Organization (UNIDO). ITF conducted a National Skill Gap Assessment in six (6) Priority Sectors of the Nigerian Economy namely:

  24. Agric-Business and Agro Allied • Metal and Solid Minerals • Oil and Gas related Industry • Construction, • Light Manufacturing and • Services The report is available on the ITF website at www.itf.gov.ng

  25. The report indicated that despite unemployment in Nigeria, 925 trades were either difficult or hard to fill in the Country’s labour market. The breakdown showed that 19.7% vacancies were in the housing sector, 13.9% in petro-chemical sector, 14,7% in other goods, 11.4% in the auto industry, 10.3% in textiles, 10.1% in steel, 8.9% in the services sector and 3.3% in the leather industry. The report also noted that 15.7% of all hard to fill vacancies were due to lack of technical skills, 11.8% due to lack of basic IT skills and between 9.2% and 7.5% of the vacancies were due to the lack of requisite soft skills.

  26. We encourage University of Ilorin to leverage on this information and run courses that will meet the needs created by these gaps so that more Nigerians can be taken off the labour market.

  27. CONCLUSION With the Industrial Training Fund’s expertise, expansive network and wealth of experience over the years, we have successfully trained Nigerians in both the public and private sectors of the economy. We are willing and ready to collaborate with institutions of higher learning, governments, well meaning individuals in the business of training and skill acquisition.

  28. We urge all graduating students here present to do away with the challenges to Technical Vocational Skills Acquisition perception referred to as the 3Ds: • Dangerous • Dirty • Dreadful • Once we get out of this perception, we will realize that skills acquisition is the way to go.

  29. CONCLUSION contd….. On behalf of the Governing Council, Management and Staff of the Industrial Training Fund, we appreciate the Vice Chancellor and the Students Industrial Work Experience Scheme (SIWES) Unit for inviting me to talk on the role of ITF in training and skills acquisition scheme to University graduates.
