A few General Cultural Resource related Definitions and Acronyms Archaeology = the study of human cultures through the recovery, documentation, and analysis of material remains and environmental data An Archaeological site means a geographic locality that contains archaeological objects and the contextual associations of the archaeological objects with each other or biotic or geological remains or Archaeological object is 1) at least 75 years old, 2) is part of the physical record of an indigenous or other culture found in the state or waters of the state, and 3) is material remains of past human life or activity that are of archaeological significance. (Oregon) DAHP = Department of Archaeology and Historic Preservation - http://www.dahp.wa.gov/ GEO 0505 = Governor’s Executive Order 0505 (GEO 05-05) Ground Disturbing Activity is a disturbance to the soil such that an archaeological object could be Historic Structures – A building or other structure (such as a bridge, mine, canal, ship, highway or Human Remains means the physical remains of a human body, including, but not limited to, bones,

National Historic Preservation Act = Federal Environmental law SEPA =State Environmental Policy Act = State Environmental law Section 106 = Section 106 of the National Historic Preservation Act SHPO = State Historic Preservation Officer Tribal Consultation = Consultation means the process of seeking, discussing, and considering the views UDP or IDP = Unanticipated Discovery Plan or Inadvertent Discovery Plan Undertakings = An activity WISAARD = DAHP’s records database of reported sites (BUT NOT ALL SITES ARE YET REPORTED) (Washington Information System for Architectural and Archaeological Records Data) -secure side = DAHP has developed an on-line database which gives consultants access to thousands of cultural resource reports -- -Publically searchable = variety of information available for over 1800 registered historical sites, and over 300,000 inventoried sites--

  9. FAQ - Policy Questions and Answers Q1- Who has CR decision making authority? Q2 What is an UDP, that all Districts should have? Q3- If a CR site survey is recommended, who pays for it? Q4-Who pays for the added workload of dealing with CR. Q5-What practices are exempted? Q6-What if other CR policies need to be followed by other state or federal agencies. Q8- If we have tribal clearance to do a project, why do we need to follow this procedure Q9- Why do we need to use the EZ1 form.

  10. FAQ - Funding for CR Work on Conservation District Projects 1.Will the Commission pay for cultural resources (CR) surveys for unfunded projects? 2. Will we retroactively pay for staff to prepare CR if district spends other funds? 3. Would we pay for staff to fill out EZ-1 and other forms and prepared letters? 4. Do we pay for CR surveys on implementation grant funded projects? 5. What is required for CR payment?

OFFICIAL WSCC POLICY On Cultural Resources Before a Conservation District can be reimbursed for conservation practices (capital construction projects) with WSCC managed funds Capital (regardless of the source, such as Operational Funds or funds), a District must provide documentation to WSCC that: a GEO-O505 review has been completed or 2. the project/practice is exempted from the GEO-0505 review or 3. a GEO-0505 review is not needed.

  12. CR ReviewPROCEDURE: Cultural Resources review can be completed in one of 3 ways: Option A. Another State or Federal agency completes the review Option B. District completes the review Option C. WSCC assisted compliance with GEO-0505, if requested by District

RCW 27.53.060 On the private and public lands of this state it shall be unlawful for any person, to knowingly remove, alter, dig into, or excavate by use of any means, or to damage, any historic or prehistoric archaeological resource or site, or remove any archaeological object from such site, which shall be a class C felony without a written permit from DAHP.
