  3. NERC Policy 9:Transmission Loading Relief • Where did it come from? • Advent of longer, more complicated transactions • The inclusion of new market players • Several “near misses” • Need to address ‘on-path’ and ‘off-path’ transactions equitably

NERC Policy 9:Transmission Loading Relief • What is it? • An approach attempting to consider the impact of all Interchange Transactions in the Eastern Interconnection according to the level of transmission service acquired on each system • Used to reduce flows across a constrained facility, known as a flowgate, by curtailing Interchange Transactions

NERC Policy 9:Transmission Loading Relief • All Interchange Transactions: To be equitable, all transactions need to be considered: • IDC: Interchange Distribution Calculator • Database containing Interchange Transactions and PTDFs • List of flowgates • Can determine each transaction’s impact across a flowgate

NERC Policy 9:Transmission Loading Relief • Transmission Service: Firmness • Non Firm Secondary, Hourly, Daily, Weekly, Monthly, Non Firm Network, Firm • Classifies each transaction according to its level of service (firmness) and allocates curtailments accordingly. Lowest priority transactions are impacted first, then moves on to higher priority transactions

  9. NERC Policy 9:Transmission Loading Relief • How is firmness determined? • Weakest link - Use lowest priority anywhere • Constrained Path Methodology • Use priority on the system with the constraint • Use weakest link for constraints off the path • Begins with all electronic tagging

  10. NERC Policy 9:Transmission Loading Relief • How does it work? • During transmission system evaluation, CA or SC discovers a flowgate with possible Operating Security Limit Violation (OSLV) • CA & SC determines and issues appropriate TLR Level via SCIS for the flowgate

  11. NERC Policy 9:Transmission Loading Relief • NERC TLR Levels: • Level 1 - Notify SCs of potential OSLV • Level 2 - Hold Interchange Transactions at current levels to prevent OSLV and Reallocate for higher priorities • Level 3 - Curtail Non-Firm Interchange Transactions

  13. NERC Policy 9:Transmission Loading Relief • Curtailments: • If curtailments are necessary, SC queries the IDC for contributing schedules (PTDF5%) • Curtailments ordered by priority of transmission service • SC directs curtailments

  14. NERC Policy 9:Transmission Loading Relief • Reconfiguration and Redispatch: • Reconfiguration of Transmission elements to relieve the OSLV • Changing MW output of generators to relieve OSLV • Both options may have limited availability
