  2. CURRENT REALITY • The National Office is located in the RCMP HQ in the Nicholson Building. It is comprised of two enclosed offices. One office is occupied by the Executive Director and the other office is occupied by the Administrative Assistant and the Quarterly. • The RCMP provides, at no cost to the Association, computers, software, printers, fax machine, telephones, office furnishings, free parking, on-site storage for corporate records and the Quarterly, as well as use of the National Operations Centre (NOC) video conference facilities for Board of Directors and Committee meetings. Should we lose this support from the RCMP we would be forced to absorb these costs. • The National Office will be re-located by the RCMP, at no cost to the Association, from the Nicholson Building to the Canadian Police College in the fall of 2013.

CURRENT REALITY • Both the Executive Director and the Administrative Assistant are employed on an annual contract. • Prior to September 2012, the Administrative Assistant position was fully funded by the RCMP Chief Human Resources Officer (CHRO) to the RCMP Veterans’ Association through a secondment. • In September 2012, the RCMP ceased funding this position due to budget restraints and in order to maintain administrative services to the Veterans’ Association, we were forced to either eliminate the position or absorb the salary. We chose to keep the position and therefore, the contract became effective October 1, 2012.

CURRENT REALITY • The total annual salary for both of these positions is $97,166.22. • Administrative Assistant • Annual Salary $51,401.22 gross • Based on a 40 hr work week, Monday to Friday • Includes sick leave, annual leave benefits, employer’s costs • Executive Director • Annual Salary $45,765.00 net • Based on 22.5 hours per week (90 hrs per month) • No benefits.

CURRENT REALITY • The per capita dues have been fixed at $22.00 since 1999 notwithstanding a 31% cumulative rise in the cost of living index and RCMP Pension index since that time. • At the end of 2014, the Association will face a deficit of $26,865.54 based on the current level of per capita assessment of $22.00. What does this mean?

  6. IMPACT • If a per capita increase is not approved by the membership and there is no support for a minimal increase in funding, then we have no choice but to recommend to the Board of Directors that: • The current level of service provided by the National Office be scaled back to provide minimal service within our financial limitations, or • Close the National Office. This is our reality. Please vote your conscience.
