  4. General data 2014 – France mainland Road fatalities increase by3,5% between 2013 and 2014, representing 116 additional fatalities

Automatic Enforcement (1) • 14th July 2002: President Jacques Chirac defines road safety as a priority to his mandate. • 18th December 2002: the Interministerial Committee for Road Safety decides to launch the « automatic enforcement » for traffic offences. • First « speed camera » on a French road on 27th October 2003. 5

Automatic enforcement (2) 1st December 2015 = 4128 existing automatic enforcement devices in total divided into: 2186 speed cameras 239 selective or discriminating speed cameras 100 average speed cameras 260 embarked (in police forces cars) speed cameras of new generation 541 mobile speed cameras 712 traffic light cameras 74 railway level crossing cameras 16 autonomous speed cameras for road works sections 6

Automatic Enforcement (3) 2014 : - 21 millions offences detected by automatic enforcement devices; - 40 % are not prosecuted ; half are foreign number plates and the other half are unidentifiable (unreadable, motorcycles number plates, more vehicles on the picture/non discriminating device, etc..). 9

Automatic Enforcement (4) Results: - In 2002, more than 8,000 fatalities on the French roads against 3,384 in 2014; - the average driven speed has been reduced by 10 % in 10 years, on all road network (urban, rural and motorways); - Automatic enforcement devices saved 30,000 lives, i.e. ¾ of the lives saved between 2002 and 2013. 10

Foreign offenders (1) • A vehicle with a foreign number plate; • France is a transit and tourism country with an important number of vehicles from other European countries; • In 2009, the number of offences recorded by the automatic enforcement devices, done by foreign drivers, represented 25% of the total offences. During the summertime this percentage went up to 50%; • Close to the borders this percentage was in average 50 % and during the summertime up to 60 %. 11

The foreign offenders (2) • Bilateral agreements with Luxemburg in 2001, Switzerland in 2009, Belgium in 2012, led to a reduction of the percentage of foreign offenders from 25 % in 2009 to 22% in 2012 ; • The implementation of Directive 2011/82 with some European countries as Spain, Germany and The Netherlands, led again to a reduction from 22% in 2012 to 21% in 2014; • Exchange of informations started in autumn 2015 with Poland and Romania; • Exchange of informations will start in January 2016 with Italy and Luxembourg. 12

  13. The foreign offenders (4) • The payment rate: • - After the first notification: from 65% to 75% ; • - After the second notification: from 25% to 30%. 14

Conclusions (1) • Improvement in road safety requires that foreign non-resident offenders can be prosecuted; • The implementation of Directive 2011/82 largely contributed to reduce the number of road traffic offences done by foreign non-resident drivers in France; • The continuation of the notification and exchange system laid down by the previous Directive 2011/82 and the current one 2015/413/EU are deemed by France as an essential tool to reduce the number of road casualties and road fatalities in the forthcoming years. 15

  15. Conclusions (2) • Decisions taken by the Prime Minister in France, on 2nd of October 2015 in the Interministerial Committee for Road Safety: • 1. To set up a system ensuring the follow-up of the payment procedure? • 2. implementation of the demerit points system (when existing) to non resident-offenders in order to improve road safety and to improve equality of treatment of offenders
