Centre of Expertise for Municipal Youth Work Kanuuna • Centre of Expertise for Municipal Youth Work Kanuuna (Cannon) • Kanuuna is a municipal youth work developer and trustee serving the youth work services of all municipalities and cities. For youth work experts, Kanuuna offers opportunities to network and participate in the development of municipal youth work by organising events, seminars and training sessions throughout Finland. • Objectives • Kanuuna is one of the Centres of Expertise for Municipal Youth Work selected by the Ministry of Education and Culture for 2018–2019. The objective of Kanuuna is to enhance the wider utilisation of good practices in municipal youth work, strengthen the know-how in the field in terms of youth policy issues and develop the documentation related to youth work and the demonstration of impact both on a municipal and a national scale. • Background • The centre of expertise is backed by the Kanuuna network, which has been in operation since 2006. Up until the end of 2017, the target group of Kanuuna consisted of municipalities with more than 40,000 residents, and the network was made up of the youth services of 28 of the largest Finnish cities. The centre of expertise model adopted in 2018 expanded the target group of Kanuuna to welcome smaller municipalities. • Do you want to know moreabout Centres of Expertise? Youth Act? Networks areKanuuna`sstonefoundation • Peer support, tips and national development work • Kanuuna arranges nearly 1600 training days yearly (seminars, trainings, network meetings) • Experts in various methods from all over Finland meet each other and share their experiences and good practices among peers in the national development networks coordinated by Kanuuna. The networks have a central role in developing youth work, based on both expertise stemming from experience and information collected through scientific methods. • Some of the Kanuuna networks have already been established years ago, and others only in the spring of 2018 during the ‘Laatua ja menetelmiä’ (quality and methods) seminar organised by Kanuuna in Tampere. More networks are established as the need arises and when prompted by feedback. The objective is to provide peer arenas to support people in their work and offer access to the development work. www.nuorisokanuuna.fi

  4. So, what kind of networks Kanuuna has? Let´s see… The +16 network The network is discussing the compatibility of various assessment models and data collected with Logbook. Youth workers with an interest in Logbook mentoring and assessment models may join. Assessment –network is one of Kanuunas oldest networks and 2018 it combined with Logbook –network • The +16 network welcomes all youth workers interested in developing leisure time activities for people over the age of 16. Network started after development project called Walkabout www.nuorisokanuuna.fi

More networks… Youthwork at school Shoppingcentreyouthwork The network of shopping centre youth work consists of youth workers operating in commercial premises such as shopping centres and service stations. • The network is intended for anyone working with young people at school.   6. And more… Leadershipnetwork Multi-purposehallworkers‘ network The network intended for multi-purpose hall workers focuses on cooperation between various operators in multi-purpose buildings. Anyone working with young people in multi-purpose buildings is welcome to join. • Leadership network meetings, the Kanuuna (cannon) and Teema (theme) seminars, are intended for leaders of youth services in Kanuuna cities and representatives from smaller municipalities. www.nuorisokanuuna.fi

  7. More networks… Youthworkpreparednessnetwork Equality The network consists of youth workers whose job description includes a significant number of equality and human rights issues. Equality –network is Kanuunasoldestnetworkand it wasestablishedafterdevelopment projecttogether with Finnishyouthresearchnetwork AND NEW NETWORKS WILL BE SET IN 2019! • The youth work preparedness network develops operations focused on enhanced youth work and crisis plans. The network consists of youth workers from municipalities and congregations. www.nuorisokanuuna.fi

  8. Network developing in practise • The meeting of the Equality network in September 2018 was pointed out as an example of peer development network meetings.   9. In September 2018, the Equality network of the Centre of Expertise for Municipal Youth Work Kanuuna met in Hailuoto. The Equality network often chooses to meet somewhere secluded, where the participants can focus on the theme of equality, far from the turmoils of the world. Hailuoto is an island and a separate municipality near the city of Oulu in northern Finland. A fabulous place for a network meeting! www.nuorisokanuuna.fi

The planning of the network meeting in Hailuotowas started already during the previous meeting in Rovaniemi (September 2017), at which time the time, place, and main themes of the next meeting were agreed on. The planning was continued in the Facebook group of the network and via email. In addition to Kanuuna employees, people from the Youth Services of the City of Oulu participated in the practical arrangements. www.nuorisokanuuna.fi

At the network meeting in September 2018, the participants shared their everyday lives with their peers, heard about new operating models, programmes, and projects, and developed equal youth work together. There were over 20 participants from municipal youth services around Finland, the Finnish League for Human Rights, and the Peace Education Institute. (Quick presentation by Suvi of the principles of the Kanuuna auditing/evaluation model.) 2.15 pm Extremism, extremist movements, creation of hate. Esa Holappa • Esa Holappa founded the neo-nazist Finnish Resistance Movement and was its first leader in 2008–2012. Holappa was also an essential actor in the Swedish Resistance Movement and the Nordic Resistance Movement in 2009–2014. Esa now speaks against racism and nazism and is studying to become a youth worker. 4.00 pm Coffee 4.15 pm How to ensure the safety of events as a youth worker? What should be considered in advance? How to intervene and prevent? • Many unwanted phenomena were related to the anti-racism week in Rovaniemi and Oulu in March 2018. The discussion is led by Nina Ekonoja from Rovaniemi, Sari Lahdenperä from Oulu, and Esa Holappa. 5.15 pm The Non-toxic project. WELCOME TO KANUUNA`S EQUALITY NETWORK MEETING!PROGRAMME • Wednesday 19 September 9.00 am Breakfast 10.00 am Finland’s National Roma Policy (ROMPO2) Henry Lindgren, AVI Northern Finland 11.00 am The NevoTiija -Roma project, on success in cooperation, expert by experience Miska Nyman 12.00 pm Lunch 12.45 pm The Harrastaentutuksi project. • • Kanuuna is a partner in the Harrastaentutuksi project, which aims to support bilateral integration. The project organises idea creation meetings, trains organisations and immigrants, supports the participation of immigrants as instructors, and creates shared hobby activities for young people with different backgrounds. • The aim is to increase the accessibility and equality of hobby activities and to strengthen the active citizenship of young immigrants and asylum seekers. The project is coordinated by the Youth Academy, and the Peace Education Institute offers its expertise on equality. Matti Jutila, Finnish League for Human Rights. • • During the past two years, we have concentrated on training municipal youth workers in human rights based youth work. We have knowledge, but how to apply it? We will discuss the kinds of material and other support required by youth workers to strengthen the human rights perspective at youth centres and in their other operations. WELCOME TO KANUUNA`S EQUALITY NETWORK MEETING!PROGRAMME • Thursday 20 September 9.00 am Breakfast 9.30 am Equality criteria in youth work (chair Sini Perho) 12 pm Lunch and departure coffee, check-out 12.45 pm The bus for Oulu leaves (we will try to catch the ferry at 1.00 pm) On the final day of the network meeting, the participants started to work on the criteria of municipal youth work for the preconditions of the promotion of equality. The work was continued by a smaller group after the meeting, and comments and suggested changes for the criteria were requested in the Facebook group. The work remains slightly unfinished, but this is what the criteria currently look like (next dias). www.nuorisokanuuna.fi

  15. Preconditions for promoting equality in municipal youth work – the criteria (draft) • Evaluation of the current situation • 1. A questionnaire on the actualisation of equality has been carried out among the young people participating in the operations and the staff. • 2. A questionnaire on the actualisation of equality has been carried out among other young people in the area, utilising schools and youth operating groups, for example. • 3. Workshops have been organised for the staff and young people in the area, discussing the actualisation of equality. • 4. The workshops and questionnaires have been aimed particularly at young people in danger of discrimination. The operations have been evaluated critically together. • Contents / Actions and objectives • 1. Based on the evaluation, objectives and actions for promoting equality have been defined for youth work. These objectives and actions must be tangible, understandable, and possible to carry out. • 2. The objectives and actions have been prepared focusing on the various sectors of the operations (e.g. youth centre work, outreach work, operating groups, youth work at schools). • 3. The objectives and actions have recognised forms of discrimination appearing in the operations, and they have mentioned groups in danger of discrimination, targeting actions to such groups. • 4. www.nuorisokanuuna.fi

  16. Preconditions for promoting equality in municipal youth work – the criteria (draft) • Responsibility • 1. The supervisor is responsible for launching the process and for updating the objectives and actions regularly. The supervisors have appointed a sufficient amount of work hours for the evaluation and promotion of equality. • 2. A regularly meeting equality team, including at least a representative of the management, employees and the young people, participates in the evaluation, objectives, actions and updates. • 3. The implementation responsibility of the commonly agreed actions has been clearly registered. The responsibility is shared between more than one person, and those responsible are not solely employees. • 4. • Education • 1. The equality objectives and actions are part of the introductory programme. • 2. Regular supplementary training on the promotion of equality is offered to the staff and management, utilising the competence of local actors. • 3. Information and an opportunity to talk about equality-related questions are offered to the young people participating in the operations. • 4. The employees and management are required to participate in equality training. • Separate (place and inclusion to be decided) • - Multi-professional cooperation between the school, organisations, and parishes. www.nuorisokanuuna.fi

  17. In addition… • The Finnish League for Human Rights got new project money cooperation with Kanuuna.   18. Network developmentplans for thefuture • Kanuuna and the South-Eastern Finland University of Applied Sciences have started cooperation to develop an online platform for all Kanuuna networks, where the members of each network could meet between the physical meetings. The platform will facilitate the preparation of the programmes of the actual meetings and working together on the network development assignments. It will also enable online trainings and webinars, and offer the instructors equal opportunities to participate in the network operations. • We will also begin to plan an opportunity of taking optional studies as part of a polytechnic degree through the Kanuuna peer development networks, for example. www.nuorisokanuuna.fi
