  2. What is ENIL? - The European Network on Independent Living; - European wide network of disabled people; - Forum for independent living organisations and our non-disabled allies; - A cross-disability organisation;

  3. What is ENIL? - 20th Anniversay in 2009; - Start in Strasbourg 1989 with about 80 persons from 20 countries; - Conference on PA;

  4. 23 years later - Members in 25 countries; - Members from Finland to Spain, Bulgaria to Iceland; - Freedom Drive every other year;

  5. ORGANIZATIONAL STRUCTURE SECRETARIAT • WEST REGIONAL OFFICE • EAST REGIONAL OFFICE • NORTH REGIONAL OFFICE • SOUTH REGIONAL OFFICE

ENIL Definitions INDEPENDENT LIVING - Daily demonstration of human rights based disability policies; • Possible through the combination of a set of environmental and individual factors; • Disabled must have control over their own lives; • Requires accessibility of the build environment accessible transport, access to PA and to community based services;

  7. PERSONAL ASSISTANCE • A tool for independent living; • Earmarked cash allocations to disabled people to pay for the assistance needed; • Provided on a basis of individual needs depending on a life situation of each individual; • User of personal assistance must have the right to recruit and manage their assistants;

  8. PA allocations should cover the assistants salaries as well as other performance costs;

  9. DEINSTITUTIONALIZATION • Is a political and social process; • Effective Ddeinstitutionalization when a person in institution is given the opportunity to become a full citizen and takes control over his/ her life; • With the provision of affordable and accessible housing in the community; • Ensuring childrens are able to grow up in families and not in special institutions;

  10. ENIL CAMPAIGNS • Freedom Drive - next one is going to take place next year in Strasburg; • Full implementation of the UN Convention on the Rights of Persons with disabilities; • Deinstitutionalization (to stop putting European Union structural funds to rebuilding special segregating institutions); • Independent living conferences;

  11. Proposal on a European Resolution against cuts;
