BEAC Environmental Agenda 2017 Introduction • In addition to beautification issues the BEAC is tasked with oversight of the cities environment. • This includes anything that can have an effect on the natural resources of Palm Coast. • The importance is highlighted as the impact of growth is taken into consideration. • Many issues are in question, however, the ones listed here are those the BEAC can have an emphasis.

  3. MISSION STATEMENT • The BEAC will acquire and present information on important environmental issues and make suggestions and recommendations for the protection, conservation, and improvement of the natural resources found in the City of Palm Coast

  5. Communication Towers

Communication Towers • Communication towers have been around us for a long time. • Mostly in the form of low height structures, less than 150ft AGL (above ground level). • With the advent of the cellphone and rapid communication needs more and larger towers, some 400ft or taller AGL, have proliferated over our landscape. • While the purpose of communication towers is the movement of information, unfortunately, there is a dark side to these omnipresent symbols of modern society.

Communication Towers • Every year approximately 7 million birds are killed in collisions with communication towers. • Originally it was thought that by replacing white lights with red would not attract birds. • New research shows that night-time migrating birds are attracted to towers with always on lighting rather than flashing lights. • The colossal towers, greater than 150ft up to 500-600ft pose greatest threat.

Matanzas Tower • Very tall (335ft)with guy wire support. • Located in wetland adjacent to pond. • Migratory waterfowl utilized last winter and many species of migratory birds present. • Two sets of lights at night, 1 blinking red light and 1 non-flashing red light. • By changing the always on lights to flashing would save energy costs over time that would pay for the procedure and save many bird lives.

FAA/FCC Regulations/Guidelines • As of 12-04-2015 all towers granted license that are greater than 350ft ‘above ground level’ (AGL) should have only flashing lights. • As of 09-28-2016 all towers licensed that are 150-350ft AGL should have only flashing lights. • Towers are recommended to switch when possible to LED lights.

  12. BEAC Action • Identify city personnel responsible for licensing towers and that FAA/FCC directives and guidelines are being followed by tower operators. • Identify lighting scheme of ‘colossal’ (greater than 350ft AGL) towers within city limits. • Encourage tower operators to switch to flashing LED lighting.
