  3. Problem Identified 1. Airfield status information not being passed to air traffic control facilities and base operations. 2. No process in place to upchannel what tower controllers and SOF see to aid decision making process. 3. No ready back-up for wing operations center to continue operations. 4. Airfield Operations not integrated in restoral operations

  4. Probable Causes 1. Recovery plans not integrated between CES and AOF 2. Wartime duties for AOF officers not aligned with AOF function Solution Establish an airfield operations cell (AO cell) staffed by the airfield operations officers

  5. Concept • AOF officers work shifts in tower • Manage resources, and lead the flight • Officers relay data through Unit Control Center • Retain the ability to go direct to WOC or other UCCs

  6. Benefits • Best trained are leading airfield recovery actions • Answer calls from command agencies freeing controllers to perform their assigned tasks. • Ability to continue operations in the event UCC or WOC is lost • Establishes proper place for AOF officers to lead their troops • Flawless transition from exercise scenario to real world contingency…no guessing how these officers will be used

  7. Drawbacks • Additional personnel subjected to risks associated with “soft” target • Officers not available for primary UCC duty or EET
