  1. Wetland Strategy • Identify priority watersheds in which to accelerate implementation in 2008 (States, USGS, EPA) • Reflect these priority areas in Requests for Proposals for Federal funding for wetland restoration (NRCS, FWS, DU) • Fund and implement re-establishment and establishment projects (FWS, NRCS, States, DU, USC) • Improve post-project monitoring of and reporting the status of restoration sites (NRCS CEAP, EPA NEIEN) • Engage private landowners by decreasing out-of-pocket costs associated with wetland restoration (NRCS) • Inform community planners of values of wetlands; provide maps of areas to avoid (CB NEMO) • Identify degraded wetlands in priority watersheds (States, USGS) • Fund and implement rehab/enhancement projects (NRCS, FWS, DU) • Assess function of naturally occurring wetlands to better inform restoration/mitigation placement and design (EPA REMAP, States) • Support State and Federal efforts to implement effective and flexible compensatory mitigation • Develop consistent minimum requirements for mitigation functional success among Federal, State agencies and set measurable targets for 2010 • Resolve potential conflicts resulting from the National Mitigation Rule • Map and share information on potential mitigation sites Improve consistency across watershed in permitting and enforcement (All of these are COE multiple districts, with State wetland regulatory agencies and EPA) • Identify high quality wetlands in priority watersheds (States, EPA, COE) • Evaluate potential for Wetland Reserve Program Reverse Auction in other states (NRCS) • Pilot initiative to place easements on wetlands previously restored (Coastal America’s CWRP) • Explore establishment of local wetland ordinances in priority areas (USC, local governments) • Analyze wetland loss data for Chesapeake Bay (NOAA CCAP and NWF SLAMM 5.0) • Conduct high resolution verification in select areas (CBP GIS Team, USGS) • Implement corrective actions in hot spots of conversion (States, CBP)
