  2. PURPOSE OF PRESENTATION • To highlight gaps that currently exist in the relationship between education and culture • Ways in which these gaps might be addressed • Improve the transmission of cultural values, skills, and knowledge in educational systems • Strengthen the cultural sector

  3. SIGNIFICANT GAPS • Cultural rights of the children are undervalued • Cultural Sector in the Pacific countries are under-resourced financially and humanly • Pacific Island Countries have invested little in the active promotion of heritage, cultural industries management and tourism • No formal recognition of the value of culture

  4. THREE MAIN AREAS OF FOCUS • School level education • Professional development including tertiary level education • Culture and Education networking

  5. 1. SCHOOL LEVEL EDUCATION i. Introduction of Pacific Civics by: • Encouraging student reflection and dialogue (talanoa) on community values and norms • Enable greater inclusion of “wise”/knowledgeable community people • Civics instruction is about teaching values and ethics appropriate to the context • STRATEGY : Develop a Pacific Civics Programme adaptable to country contexts

  6. 1. SCHOOL LEVEL EDUCATION ii. Strengthening of Language Teaching • STRATEGY: Ensure that language teaching becomes a top priority in the revised FBEAP

  7. 1. SCHOOL LEVEL EDUCATION iii. Strengthening of Performance, Visual and Heritage Arts STRATEGY: • Develop cultural partnerships – formalisation of partnership between cultural practioners and schools • Promote holding mini Arts Festivals Proposed Study: - Stock take current cultural content in schools (including TVET)programmes, curricula, teachers’ training and capacity, and potential role and collaboration of cultural practitioners

  8. 2. PROFESSIONAL DEVELOPMENT • To boost cultural/creative industries: • Cultural and Arts management • Heritage management including management of traditional knowledge • Artists development, cultural economics, doctoral level trained personnel in cultural/Pacific/Indigenous studies

PROFESSIONAL DEVELOPMENT STRATEGY Short Term : • Increase numbers of scholarships for cultural and arts management studies and cultural economics Medium to Long Term : • Develop Cultural and Arts Management Studies in the region (including distance education) • Advocate for a Cultural Economics stream in existing regional economics programmes

  10. 2. PROFESSIONAL DEVELOPMENT • Training Needs as Identified by the Pacific Islands Museum Association • Museum professional, community leaders and non-cultural partners eg. Development Planning • Education Departments to improve history and cultural offering • Develop a Pacific Heritage Certificate • Focused workshops using materials developed in the region • Promote existing regional/national tertiary level programmes in cultural heritage, archeology, museum studies, cultural resource management

PROFESSIONAL DEVELOPMENT STRATEGY: • Increased collaboration between PIMA, UNESCO, Council of Pacific Arts, SPC education ministries, community development organisations and universities to develop relevant training streams - Artist Development requires increased numbers of residencies and artist exchanges, also scholarships for Pacific Island students

PROFESSIONAL DEVELOPMENT STRATEGY: • Support study currently undertaken to identify and evaluate artist residencies • Donors, international/regional organisations and governments to increase number of scholarships in Music, Visual and Performance Arts, Graphic Arts, Film and Creative Writing • Lack of qualified university lecturers in the appropriate areas • Little regional expertise in these areas in international organisations including UNESCO

  13. 2. PROFESSIONAL DEVELOPMENT STRATEGY: • Conduct a stock take of available programs and scholarships in above areas • Develop plan of action for donor and government support for scholarships in needed areas • Promote development of offerings in above areas in the Pacific

CULTURE AND EDUCATION NETWORKING • Need to close gap in communication and strategizing between education and culture departments • Countries have indicated as per review of the FBEAP, the need for greater integration of culture in education • Sustainable livelihoods depend on well informed and culturally qualified students, teachers, professionals community and national leaders

CULTURE AND EDUCATION NETWORKING STRATEGY: It is proposed that UNESCO establish a Culture and Education Network bringing officials and professionals from the culture and education sectors together to advance the integration of culture in education across all levels and in the areas above. The network would bring together regional and national universities; government officials, CSOs working on community development, cultural industries and cultural heritage; and regional organisations responsible for the promotion and protection of culture and cultural heritage.
