October 17, 2017 ERCOT Board HR&G • TAC’s Agenda Item 3 “Board Update”: • TAC Subcommittee Restructuring Discussion • Seriously consider moving COPS’ responsibilities into RMS. • ERCOT Board felt COP and RMS has cross over responsibilities. • RMS has experienced issues with establishing quorum and COPS has been conducting monthly informational only meetings. Maybe with RMS’ new scope could expand market interest and create more attendance. • Settlements may be best under WMS and if so scope would need to change to include Settlement’s specific working group. However, some TAC members were concerned if WMS meeting attendance provides the correct Subject Matter Experts(SMEs) to address this topic. • Action Item: • Chairs of WMS, COPS and RMS will need to provide input of what changes would be needed to incorporate new responsibilities and what changes are needed to each charter. Per Bob Helton (TAC Chair) by the January TAC have a framework as to what the transition would look like. • Voting Structure should be considered to garner in room meeting participation and quorum. • Cheryl Mele, ERCOT would be willing to take the lead on facilitating the leadership meeting(s) TAC Updates to RMS

Opposition was mostly due to ERCOT’s need and implementation cost. • VCMRR019, Verifiable Cost Process Clarification • Motion to Approve Unanimous TAC Updates to RMS

ROS Update to TAC 11302017 • NOTE: ROS cancelled their December 7, 2017 Meeting and will not meet again until January 11, 2018 • Retail Market Subcommittee Report • 09. COPS Update to TAC 20171130 • Problem Statement • Approximately 24% of ERCOT Load meter data is not available for Initial Settlement • (15-Minute IDR Meter Data submitted by TDSPs monthly, therefore, ERCOT estimates 15-Minute usage data based on proxy day data for Initial Settlement. TDSP data for IDR metered premises is available for Final and/or True-up Settlements.) • Action Item: • TAC added this topic to their list of action items and it was assigned to COPS. Discussions and/or recommendations should not trend into regulatory actions that are outside the market’s scope. • NOTE: COPS cancelled their December 13, 2017 Meeting and will not meet again until January 17, 2018 TAC Updates to RMS

ERCOT Reports • 2018 Ancillary Services Methodology (Vote) • Motion to Approve Carried Unanimous • Freeport Master Plan Project RPG Review (Possible Vote) • Motion to Approve carried Unanimously • Proposed Bylaws Amendments Update – Stakeholder Feedback • ERCOT Legal will come back in January to discuss the new definition for new Market Participant segment. Vote on these changes potentially expected during the April 2018 meeting. • Process for Implementing Protocol Changes for New RMR Substantive Rules • Correct RMR process to sync with approved PUCT Project 46369 TAC Updates to RMS

Other Business • South Plains Project Update • TAC will continue to have this topic on their future meeting agendas so TAC may receive status updates from ERCOT and give Market Participant’s an opportunity for Q&A. • Monthly Operational Overview Slides to the Board • 11. Proposed Updates to the Monthly BOD Material on DAM Net Flow vs. Real Time Load 112117 • Changes to ERCOT Business Practices based on non-voting Stakeholder group Discussions • Request to create transparency for processes that don’t have any change management procedures in place. Action item – TAC referred to WMS for follow-up discussions and recommendations. TAC Updates to RMS
