Purpose of PresentationPrimary objectives of this presentation is to understand: • the requirements of ISO14001, • the legal framework & key issues in environmental management, • ABC Ltd’s Environmental Management System. • How it affects you & your Responsibilities We also need to receive feedback in respect to your understanding and future training needs.

What is an ISO14001: 1996 Environmental Management System? • Internationally recognised standard with guidance for environmental management. • Intended to provide the elements of an EMS for achieving environmental and economic goals. • Applicable to all types of business. • The overall aims are environmental protection and prevention of pollution – in balance with socio-economic needs. • Success depends on commitment from all levels & functions

  6. Key Definitions Environment – surroundings in which an organisation operates, including, air, water, land, natural resources, flora, fauna, humans and their interrelation. Environmental Aspect – element of an organisations activities, products or services that can interact with the environment. Environmental Impact - any change to the environment, whether adverse or beneficial, wholly or partially resulting from an organisation’s activities, products or services. Interested Party – individual or group concerned with or affected by the environmental performance of an organisation.

  7. Definitions cont’d….Control principles ALARP – As low as reasonably practical. AMN – All measures necessary. BATNEEC – Best available technology not entailing excessive cost. BAT – Best available technique – See Notes

Scope of EMS as required by ISO14001: 1996Specifies requirements for EMS to enable organisations to: • Formulate policy and objectives, taking into account: • Legislative requirements. • Information about significant environmental impacts. • Those environmental aspects which the organisation can control and influence. Note: It does not itself state specific environmental performance criteria.

How does ISO14001 Relate to other Management Systems? • It does not address & include requirements for Occupational Health & Safety, however It does not discourage the development of integrated management systems. • Shares common management principles with ISO9001 Quality Management System (QMS) and same clause numbering with OHSAS 18001:1999. • While a QMS deal with customer needs, an EMS addresses the needs of a broad range of interested parties and the evolving needs of society for environmental protection.

  10. Legal Framework • Like most new UK Legislation, environmental legislation enacts European Directives. These Directives are either Framework or Daughter Directives. • The Environmental Protection Act 1990 (EPA) is the UK’s Framework piece of legislation. • All other UK Legislation Acts & Regulations (Daughter) detail the duties that support the aims of the EPA.

Overview procedure that gives insight to EMS. • Operational control of significant aspects Planning, organisation, supervision, training etc. (Method Statements) • Emergency Preparedness Competence to dealing with accidents and emergencies.

  14. Elements of ISO14001 Cont’d • Monitoring and Measurement To assess the effectiveness of the EMS • Nonconformance, Corrective and Preventive Action Authority to investigate and take action. • Records Maintaining and deposition of environmental records

Conducted by impartial and objective personnel • Management Review - Review results of audits; - the extent to which objectives and targets have been met; - the continuing suitability of EMS; - concerns amongst relevant interested parties.

Waste Management • Environmental Protection (Duty of Care) Regulations 1991 • The Waste Management Licensing Regulations 1994 • Controlled Waste Regulations 1996 • Special Waste Regulations 1996 • Carriage of Dangerous Goods Regulations 1996 • The Transport of Dangerous Goods (Safety Advisors) Regulations 1999 • The Control of Asbestos at Work Regulations 2002 • Statutory Nuisance

Other Requirements These generally consist of H&S legislation, trade and industry guidelines. • Customer Project Requirements • Construction (Design and Management) Regulations 1994 • Control of Substances Hazardous to Health Regulations 2002 • Asbestos (Licensing) Regulations 1983 plus 1998 amendment • Asbestos Removal Contractors Association (ARCA) Guidelines Note: A précis of all legislation & other requirements covered in this presentation may be reviewed in the ‘Legislation Review Register’.

ABC Zirconia Ltd’s Environmental Management System ABC has taken the approach to implement the EMS by: • modifying common quality (ISO9001: 2000) procedures to cover environmental requirements; • Created new procedures where necessary; • Maintains the need to document all project requirements, including environmental controls within a Method Statement.

Environmental Aspects Procedure This procedure covers: • Identifying and Categorising Generic Aspects • Rating aspects to identify those which are significant • Creation of a ‘Significant Aspect Register’ • Objectives & Targets • Project Specific Environmental Aspects • Review of environmental Aspects

Review of Legal & Other Reqm’ts This procedure covers • the compilation of registers covering relevant current and impending relevant environmental legislation and other requirements. • Maintenance of these registers and communication of changes. • Sources of information. • Management review of legislation & other requirements.

  24. Environmental Communications Procedure This procedure covers: • Issues raised internally. • Issues raised externally. • Communication during an emergency – on Site and at Head Office. • Communications following a release or spill. • Communications with other interested parties during emergency response.

  25. Environmental Auditing Procedure This procedure covers: • External Assessments. • Internal Audits of the Full EMS. • Activity auditing - (programmed). • Nonconformance and Corrective / Preventive action. • Audit Programme Review. • Management Review.

  26. EMS Document Control Procedure This procedure covers: • Control of documents. • Modification of EMS documentation. • Changes Environmental Aspects Register. • Environmental Management System Library.

  27. Disposal of Waste Procedure This procedure covers: • Policy statement in respect to disposal of waste. • Identification of Waste Type. • Controlled waste (less hazardous). • Special Waste (hazardous). • Auditing Waste Carriers. • Minimisation of Waste.

Environmental Records This procedure: • nominates the Document Controller as being generally responsible for the control of environmental records. • Attachment 1 details the type, storage, protection, retrieval, retention and disposal of records • It identifies that the ‘Environmental Aspects’, ‘Review of Other Requirements’ and ‘Document Control’ procedures all detail specific actions related to update and retention of records

Emergency Preparedness & Response This procedure covers: • Illness or Injury – First Aid. • Reporting of illness or injury. • Fire or Explosion. • Releases of asbestos fibres. • Release of spillage of hazardous substances. • Vehicle accidents resulting in release of hazardous materials or substances. • Training.

  30. How the EMS affects you? All Employees • You need to be aware of the Environmental Policy. • You must not knowingly pollute the environment or allow others to do so. • You must understand the properties and hazards involved with the substances you use. • You must report accidents that result in releases or spillages of hazardous substances. • You must understand that you are legally responsible for your actions and under certain circumstances could be disciplined by the company or prosecuted by the EA.

How the EMS affects you! - Cont’d Individuals must: • Understand the company procedures that affect their role. • When set environmental objectives & targets ensure they are completed within the agreed timescale. • Consider environmental aspects and their impacts when planning or executing work. • Check that work being performed is to the specified plans, if not take action. • If in doubt ask!
