Chapter 10: Information society and media Audiovisual commercial communications • Qualitative measures - Rulebook on Audiovisual Commercial Communications • Prohibition • abuse of confidence, credulity, lack of experience... – article 16(1); • portrayal of minors in the situations that are vulgar, violent and detrimental to their mental and physical • development and life – article 7(p); • advertising of “hot lines”, SMS chats and fortunetelling – article 28; • portrayal of violence, including the scene of violence including animated characters, puppets – article 19(2); • promotion of products or services not dedicated to minors – article 21(1); • direct invitation or encouragement to purchase or persuade parents to purchase products or services – article 20; • undermining the reputation or authority of parents or other family members – article 24(1); • promotion of medicines and medicinal substances, with the exception of toothpaste for children – article 21(2); • suggesting that certain social advantages over other minors are obtained by using certain products or • services – article 21(3); • showing minors in dangerous situations (using matches, lighters...) – article 23; • encouragement of minors to neglect health food and healthy lifestyle – article 26(2); • promotion of breast milk substitutes – article 26(3); • promotion of alcoholic beverages and encouragement of their consumption – article 33. • Encouragement of AVM service providers to enforce the codes of conduct in children’s programmes as regards food or beverages containing fats, trans-fatty acids, salt/sodium and sugar, excessive intakes of which in the overall diet is not recommended – article 53(2) Law on Electronic media. Chapter 10: Information society and media Stimulating quality content online for children • Ministry of Education and Microsoft Montenegro have launched in 2009 online magazine for teachers - “Prozor”, which, promotes online safety for children, among other issues. • Project „Educational software“, aimed at early elementary students. Chapter 10: Information society and media Creating a safe environment for children online • Multiannual project “Connecting generations” • Pilot phase of the project (february -september 2012.) in 5 elementary schools: • Workshop for ambassadors of the safe Internet • 40 workshops for over 1000 elementary school attenders of the 6th and 7th grade – peer education • The inter-school competition – quiz „I Genius’’ • Forum “Conquer the Internet, surf wisely” • The second phase of the project has been launched for school year 2012/2013. Activities planed for school years 2012/2013 and2013/2014: • Trainings for ambassadors of the safe Internet • Workshops in elementary schools • Forums for parents on Internet safety • Managing the project’s Facebook and Twitter pages • ,,I Genius'' – inter-school competition • In 2013:Installation of Microsoft software “Family Safety” on every computer in elementary and secondary school, in order to filter web traffic and contents.
