This document presents the contribution of the City of Rome's Mobility Agency in implementing a successful access control system for the Limited Traffic Zone (LTZ). It also discusses the potential benefits of integrating road pricing to further enhance demand management. The study analyzes data on access flows, violations, and environmental indicators, as well as proposes a new scenario for road pricing in Rome.

Some general Data After 1 year • DEMAND TO LTZ • Average daily access = 130.000 • Average access during enforcement period (06.30 - 18.00) = 70.000 • Average access during evening hours (18.00 - 23.00) = 35.000 • NUMBER OF VIOLATIONS • Average daily violation = 7.000 ( 10% of accesses) • Violation in the first year = 2 millions (done by 0.5 millions of vehicles) • Value of fines in the first year = 130 millions of € • AVAILABILITY OF THE SYSTEM • Availability = 99% • Faults = 1% (due car accidents involving the hardware installed in the gates)

  8. Access Control: Benefits • Access flows: - 15/20% • Average speed (inside) : + 4% • T.P. passengers (local) : + 5% BUT • Two wheels (access): +10% • Pollution concentration • CO, benzene: reductions, almost compensated by the “two wheels effect”

In Conclusion: • Access control to LTZ is a very effective demand management policy; • a mixture of access control and pricing can give high flexibility to policy implementation; • awareness, consensus, fair pricing, social exclusion, safety are key issues • international (European) co-operation is essential to success
