  4. ISSUES • What is the motive for a church’s ministry? • What about care for folks already ‘in?’/appropriate balance • What about resistance to change in making the ministry more outward focused?

  5. ISSUES • Who are those people “out there?” • Servant ministries/what do they need? • Demographics • How would/should our program offerings need to change? • How do we measure success?
