    6. Overview of Rebuilding Together Baltimore In 2009, we increased our staff to included 2 full time AmeriCorps members and a full-time Project Manager.     8. Overview of Rebuilding Together Baltimore Fix-It Program—Since September 2009 we’ve assisted about a dozen homeowners through this program. We need skilled volunteers to keep this program going. Check out http://rtbvolunteer.blogspot.com/ to view repair needs Special Projects—Since August 2009 we have assisted 6 homeowners through special projects. Your role as House Captain or Skill Captain House Captains are project managers: Meet with the homeowners and prepare them for the big event Assemble and manage a team of volunteers Work with their skill captain to develop a realistic scope of work Work with their skill captain to develop the sequencing of activities Order & purchase necessary materials and supplies Plan the work day's activities to avoid conflicts Oversee all work to ensure a successful and safe work day JIM STARTJIM START

Your role as House Captain or Skill Captain Skill Captains are construction supervisors: Provide the technical pre-planning expertise Work with their house captain to develop a realistic scope of work Work with their house captain to develop the sequencing of activities Instruct team members on particular tasks Skill Captains are advised to recruit a Safety Monitor for their project site.

Safety Monitors Safety Monitor duties include: Focusing on the safe use of hand and power tools, ladders, lead safe painting practices, and maintaining a safe working environment for everyone on the jobsite and ensuring proper quantities and use of PPE. Safety Monitors have the authority to temporarily stop work on the site if unsafe practices are used in excess. House Captains should share the scope of work with the Safety Monitors prior to Rebuilding Day, so that the Safety Monitor can have an idea of the types of projects that are happening. Energy Efficiency If you are making a repair where you can choose to make the home more energy efficient, please consider the following: Install storm windows and doors, or energy-efficient insulated glass windows Insulate the attic to at least R-38 Insulate floors over unheated spaces Seal and insulate warm-air ducts Upgrade water heater, heating and cooling system, heat pump, refrigerator, and other appliances to energy-efficient models

    28. SAFETY—HAZARDOUS MATERIALS Lead Asbestos Chemicals Oil & Gas

Lead Paint – Health Effects If not detected early, children with high levels of lead in their bodies can suffer from: Damage to the brain and nervous system Behavior and learning problems, such as hyperactivity Slowed growth Hearing problems Headaches Lead is also harmful to adults. Adults can suffer from: Reproductive problems (in both men and women) High blood pressure and hypertension Nerve disorders Memory and concentration problems Muscle and joint pain

    31. Lead Lead was in paint used in many homes built up through the middle of the 20th century and was still in paint used in some homes up through 1978. Lead in paint was banned in 1978. Most of the homes we work in were built before 1978, and many were built before 1950. There is a good chance there is lead paint in most of the homes we work in.     32. Lead (cont.) We are requiring our volunteers to approach lead safe practices from a Universal Precautions perspective, meaning assume that every home has lead paint in it. Lead safe practices are important for protecting the occupants of the homes we work in, their families, and our volunteers and their families. If you are going to be disturbing paint, you must follow the lead-safe practices outlined in your packet.

    33. Observing these lead safe practices is VERY important this year and in years following. We are under increasing scrutiny from our government funders regarding lead safe practices. Jim is certified through MDE as a Lead Supervisor and will be monitoring work on project sites. Violette too! RTB will conduct lead testing at work sites prior too and following the projects.     34. Asbestos WHERE CAN ASBESTOS BE FOUND IN THE HOME? STEAM PIPES, BOILERS, and FURNACE DUCTS insulated with an asbestos blanket or asbestos paper tape. These materials may release asbestos fibers if damaged, repaired, or removed improperly. RESILIENT FLOOR TILES (vinyl asbestos, asphalt, and rubber), the backing on VINYL SHEET FLOORING, and ADHESIVES used for installing floor tile. Sanding tiles can release fibers. So may scraping or sanding the backing of sheet flooring during removal. CEMENT SHEET, MILLBOARD, and PAPER used as insulation around furnaces and woodburning stoves. Repairing or removing appliances may release asbestos fibers so may cutting, tearing, sanding, drilling, or sawing insulation. DOOR GASKETS in furnaces, wood stoves, and coal stoves.     35. Asbestos WHERE CAN ASBESTOS BE FOUND IN THE HOME? SOUNDPROOFING OR DECORATIVE MATERIAL sprayed on walls and ceilings. Loose, crumbly, or water-damaged material may release fibers. So will sanding, drilling, or scraping the material. PATCHING AND JOINT COMPOUNDS for walls and ceilings, and TEXTURED PAINTS. Sanding, scraping, or drilling these surfaces may release asbestos. ASBESTOS CEMENT ROOFING, SHINGLES, and SIDING. These products are not likely to release asbestos fibers unless they are sawed, drilled, or cut. ARTIFICIAL ASHES AND EMBERS sold for use in gas-fired fireplaces. Also, other older household products such as FIREPROOF GLOVES, STOVE-TOP PADS, IRONING BOARD COVERS, and certain HAIRDRYERS.

    36. Asbestos WHY SHOULD I NOT DISTURB ASBESTOS? Disturbing Asbestos can release fibers. Breathing high levels of asbestos fibers can lead to an increased risk of:  lung cancer. mesothelioma, a cancer of the lining of the chest and the abdominal cavity. asbestosis, in which the lungs become scarred with fibrous tissue.

    37. Other Hazardous Materials that should be handled with care Pesticides Bleach and other cleaning materials—Never mix! Unmarked containers—don’t use, treat as hazardous. Paint—don’t dump it on the ground or down the sink. Oil—tanks must be drained and removed by a professional. Gas—know location of gas lines in the house. STORE HAZARDOUS MATERIALS AWAY FROM CHILDREN AND PETS! WHEN YOU MUST DISPOSE OF HAZARDOUS MATERIALS, PLEASE DO SO PROPERLY!

    38. Hazardous Material Disposal Baltimore City has yet to announce its hazardous materials drop-off dates and locations. Call Quarantine Rd. Facility (410) 396-3772 as RD approaches to see if it has been announced. If paint is non-lead based, put kitty litter in the paint, air dry, and dispose of with regular household trash. Baltimore County residents can dispose of hazardous materials at: Eastern Sanitary Landfill at: 6259 Days Cove Road, White Marsh, MD 21162.     39. General Safety Safety is first over everything else. Read Rebuilding Together Safety Manual and distribute to all volunteers. Safety for you, your volunteers, the homeowners. Appoint a Safety Monitor! Review safety guidelines with the group in the morning. Check in again toward the end of lunch to see how your team is doing. Fatigue can set in after lunch and it is important to reiterate safety practices.

    40. General Safety Remind volunteers to take their time. Use nametags on front and back. Small children and pets must be out of the house and off the property on work day. Home Modifications The Home Modifications Program also focuses on practical safety issues that one might not think of as Home Modifications, such as: The presence of a fire extinguisher, smoke detector, carbon monoxide detector, first aid kit and flashlight. Water temperature is not too hot (risk of burns). Homeowner has a means to identify visitors at the door.     44. Home Safety Assessment Working with Occupational Therapists (OTs) who volunteer their time. Home Safety Assessment Form Recommendations from OTs who conducted home safety assessments will be provided to House Captains. OTs are available for questions, follow-up, and clarification. House Budgets Materials budget is assigned for each house Houses are divided into 5 rating categories Light: Budget = $500 Light to Medium: Budget = $750 Medium: Budget = $1,000 Medium to Heavy: Budget = $1,500 Heavy: Budget = $2,000 If you find that it is necessary to exceed the budget to address the priority items, it is VERY IMPORTANT that you talk to us first. Budgets are tight this year.

    52. Purchasing HOW TO PURCHASE PREFERRED METHOD--Purchase at Lowe’s using our escrow account. Unless the item cannot be purchased through Lowes, we need you to be purchasing your materials at Lowes. If you need to go to another source to purchase your materials please consult us in advance.     59. Meeting the Homeowner Explain early and often that you are with Rebuilding Together. Make an appointment soon. Confirm the appointment before going. Take someone with you on the visit. Remember, we are doing them a service, but they are allowing us into their home—think about when you call the plumber. Thank them for allowing you to visit. VIOLETTE STARTVIOLETTE START

    61. Volunteer Management Get your team pumped up. Tell them about the homeowner. Tell them it’s fun. Tell them they’ll learn something. Tell them they’ll get cool t-shirts …and free lunch. Develop good directions for volunteers—let them know ahead of time what they will be doing.

    62. Volunteer Management Keep volunteers busy—the worst thing is to have people standing around waiting for something to do. But, be sure to give people breaks. Stagger light work with heavy work. Plan for some people to be unable to show up. Buy them doughnuts & coffee the morning of Rebuilding Day.

    63. Rebuilding Day Overview Start the day early—between 7:30 and 8:00 a.m. House Captains should be at the house ˝ hour to an hour before volunteers. Rebuilding Together staff and volunteers will be at HQ at 7:00 a.m. Street Captains will distribute t-shirts, signs, balloons and other materials to houses either the day before or early in the morning.
