  1. Background to Congestion in Hertfordshire Trevor Mason Principal Engineer – Transport Policy and Monitoring

  2. What is Congestion? • Delay or reliability of journey times? • At what point does “delay” become “congestion”? • Site specific or whole journey? • Objective measures or perception?

  3. DfT “Challenge” • Reduce lost productivity time including by maintaining or improving reliability and predictability of journey times on key local routes for business, commuting and freight.

  4. Public perception • Reducing transport congestion is equal 4th highest priority (2009) • Was 3rd highest priority in 2005 • Varies by district Source: County Travel Survey

  5. Perception by district Broxbourne 3 St Albans 3 Watford 3 East Herts 4 Hertsmere 4 North Herts 4 Stevenage 4 Welwyn Hatfield 5 Dacorum 6 Three Rivers 7 Improvement priorities (out of 10) from County Travel Survey 2009

  6. Measuring congestion • Congestion reference flows • Delay / queueing • Perception • NI167 Average journey time per mile during the morning peak • Proxy indicators (e.g. bus reliability)

  7. Sustainable Community Strategy Short term actions 2008 – 2011 • Tackling worst congestion hotspots • Increasing the percentage of bus services running on time

  8. Corporate Plan • Reduce carbon emissions by “tackling traffic congestion”

  9. “Tackling Congestion in Hertfordshire” • Published March 2007 • Issues, perceptions, trends, and measures • Introduced hotspots maps

  10. Congestion Hotspots Maps

  11. Identifying schemes • Urban Transport Plans • Local Congestion Task Groups • Congestion Target Group

  12. Tackling Congestion • Increase capacity • Decrease demand • Responsive mitigation of impacts

  13. Local Transport Plan • Statutory transport plan for Hertfordshire • New Plan to be published in April 2011

  14. Draft LTP3 Challenge • Keep the county moving through efficient management of the network to improve journey time, reliability and resilience and manage congestion to minimise its impact on the economy.

  15. Draft LTP3 Policy The County Council will seek to: • Manage, and where feasible reduce, traffic in congested areas and on congested routes particularly in peak periods. • Improve traffic flow by using information technology and addressing congestion hotspots through small scale interventions • Minimise adverse environmental effects of congestion through traffic management measures which seek to reduce the level of stop-start conditions. • Minimise the effects of road congestion on passenger transport services by introducing bus priority measures. • Promote walking and cycling in peak periods by improving the environment for these modes in congested areas.
