Special focus on phasing within the closure process • As of 2nd quarter 2012 - department for phasing within NDA • As of January 2014 - phasing dealt within PM’s Office - department for development policy and methodology co-ordination • Main tasks: • explain the concept of phasing • prepare legislative background • develop methodology / coordinated approach • identify potentially phased projects • help for the MA’s

Methodology – project steps • Identification of potentially phased projects in each sector • major projects to be phased already in 2013 • Project-by- project analysis (with JASPERS): • Technical and financial PHASES • Technical and financial implementation • Procurements • Proposal for phasing

  4. Proposal for phasing • Project Presentation to DG REGIO • (mA, JASPERS, beneficiary, central coordination) • Submitted major project applications • First approved phased major project - 08.05.2014 • Attosecond Light Pulse Source (ALPS) of the Extreme Light Infrastructure (ELI) in Hungary

  7. LegAL TASKS • Modification of the Act No. CXCV. (2011) on national finances: multiannual financial commitment by government decision on projects • Modification of the 4/2011. (I. 28.) government decree: definition of phased project, grant contract • NDA working group for 2007-2013 closure (including phasing), preparation of rules of procedure for phasing (guidance) • Consideration of phasing when preparing the implementation rules for 2014-2020 period • Inclusion of (potentially) phased major projects in the new OPs

ASSESMENT & MONITORING • Step 1: Technical & FINANCIAL phases • defining how the technical content can be phased (item-by-item) and what are the costs of each item/phase • STEP 2: assessment of the project implementation • Based on - the technical and financial phasing • - documentation • - site visits • STEP 3: procurements • Assessment of the - Procurement plan • - CALLS • - WORKS CONTRACTS (TECHNICAL AND FINANCIAL TIMING) • STEP 4: RISK ASSESMENT • RISKS THEREATENING THE TIMELY PROJECT CLOSURE • STEP5: MONITORING • UPDATE OF THE PROJECT LIST
