Why measuring Safety Performance? • observe performance of operations • identify and analyse undesirable trends in service • establish basis to define safety targets • define effective means to achieve an acceptable level of safety • initiated corrective actions in an efficient and effective way • Compare safety perfomance with identified hazards • And… • Managers / decision makers like to manage using indicators ACI OSSC Amsterdam, 11.-13.9.2007

Requirements and Challenges • Requirements  • Easy to measure • Company or departement-specific • Lagging and leading • Credible and accepted by staff • causally related to accident and incident frequency and severity. • include system failures as well as human error. • include the whole spectrum of airside operations • To be avoided  • Inconsistent definitions • Focus only on very few indicators • only reactive, lagging indicators (e.g. accidents, accident rates) • complex and impracticable • Based on incomplete or false data • Benchmarking may result in a distorted picture (different reporting thresholds) ACI OSSC Amsterdam, 11.-13.9.2007
