  4. Policy Items • Policy 5202—21.1.b Autism. Policy does not allow for the issuance of an autism endorsement based solely on a Praxis II (content) examination because there is no specific content exam for autism. See Section 19.3 for requirements to add Autism to a certificate. • Reading Specialist Endorsement requires completion of a Graduate Certification Program in Reading Specialist.

  5. Policy Items • Last Revision included updating the PRAXIS exam numbers for the following Endorsement areas: Agriculture, Early Childhood Education, General Science, Safety Education, School Psychologist, and Speech Pathologist. • Approximate timeline for policy to be open again is: June or July of 2015 • Policies will be placed on public comment for a period of 30 days

Praxis Updates • Fully computer-delivered program • Paper tests only available for those who require accommodations • Working on Continuous Testing for All Tests • Registration Simplified – candidates must now choose a state first to access the test list reducing the possibility that a candidate will pick the wrong test

Praxis Updates • Core Academic Skills for Educators (CASE) now in continuous testing (rather than windows) • Elementary Education: Multiple Subjects (5001 & 5031 Series) now in every testing window • Elementary Education: Multiple Subjects – test takers may now register for individual subtests without first having to take the combined test.

  9. Upcoming Test Regenerations • ETS reviews tests annually to determine whether regeneration is needed.

  10. Praxis Updates Study Companions • Information previously in Study Guides (fees) are being placed into Study Companions (free) • As Interactive Practice Tests are introduced, study guide material will transition into free Study Companion.

  15. eTranscripts • eTranscripts must be sent directly to an Office of Professional Preparation staff member. • eTranscripts reflecting the educator’s name as being the “Receiver” are not considered as being an official transcript.

  16. OPP Application Fees • Fees Increased July, 2014 - http://wvde.state.wv.us/certification/forms/ProcessingFees.html • Form 20T is $35 • Form 26 is $50 • Payment must be made online https://wveis.k12.wv.us/certpayment/

Applicant Information Page Every Application! • Complete all sections of the Applicant Information Page form. • Background Section: – If the answer is “yes” to any question, applicant must disclose, even when incident was expunged. • Original Applicant Signature and Date • Original Superintendent Signature and Date (if being hired).

  18. Disclosures • All applicants who disclose or for whom results indicate arrests or offenses must submit with their application a narrative in their own words in addition to any personnel, court, or any other available documentation. • All incidents must be disclosed, even those expunged.

  19. Fingerprints/Background Checks • Federal and State background checks through L1/MorphoTrustmust be completed as part of the application process. • Applicants must select the WVDE as the recipient of the results. Cost $45.35 • Background checks conducted erroneously may require an additional background check and may require additional payment.

  20. § 126-136-11. Clinical Experience PermitsForm 24 • A Clinical Experience Permit is required for educator candidates except those who already hold a current or expired Professional Teaching, Administrative or Student Support Certificate. • Exempt from the Clinical Experience Permit requirement are those who hold a valid WV First Class – Full Time Permit or an Alternative Teaching Certificate. • Substitute teachers participating in a clinical experience must hold the Clinical Experience Permit.

Form 24Clinical Experience Permits Required with application— • Form 7 and Fingerprinting • $35 non-refundable Processing Fee • County of Placement • Content specialization & grade levels • Signatures from both the county superintendent and authorized IHE official. • Specific school placement preferred but notrequired • May enter “TBD” on application, school placement has not yet been determined

  22. Form 24 • Applicant may apply for the permit up to 90 days in advance of the clinical experience—caution fingerprint results may expire if longer than 90 days. • The EPP and designated county on Form 7 receive notification of permit approval via email. • EPP notifies county of successful completion of student teaching. • Candidate is eligible to substitute teach (short-term) for remainder of current academic year.

Clinical Experience • Student Teachers must be re-fingerprinted prior to application for West Virginia Initial Teacher License • Individuals who are completing their experience in more than one county must submit a Form 7 for the additional county (if the fingerprinting is within the 90 day window) to ensure that we have all placement information intact and agreements documented.

First Class/Full-Time Permits Out of Field Authorization A First Class/Full-Time Permit (FCP) or Out-of-Field Authorization (OOF) may be issued when an educator who is not certified for a specific employment position is hired by the district into the position, when no fully-certified educator has applied.

  25. First Class, Full-time Permits Form 1/1A Initial First Class-Full-Time Permit: The teacher certification specialist at the college/university must verify on the application that the candidate has completed a minimum of 25% of the state-approved licensure program. An official transcript must be submitted with the Form 1/1A.

  26. First Class Permit First Class Permit Renewal: Six (6) appropriate hours verified by the college/university must be completed each year for permit renewal. An official transcript must be submitted with each Form 1/1A renewal. Both the college/university and the county must complete & sign each Form 1/1A.

  27. Out of Field Authorization Form 1/1A First Class Permit Educators already holding a Professional Certificate may be eligible for an Out-of-Field Authorization even if they have not completed 25% of the program requirements.

  29. IHE Title II Reporting Window Now Open • Report for Academic Year 2013-14 • IRPC due April 30 –no extensions; • Some sections are prepopulated with entries from last year. • ETS provides pass rates directly to WESTAT so that you may review prior to certifying the report.
