  2. Introduction • The majority of the presentation will focus on young people 16-25, particularly high risk young people • The majority of the presentation will focus on young men • It will be based on experiences from clients and workers at NHYC

Aims and Objectives YOP • Reduce re-offending pan London • Enable young people to move from NEET to EET • Reduce nature/violence of offending • Improve communication skills and engagement • - Improve relationships, decrease isolation and increase safety • - Offer safe and stable housing relocation

  4. What we do • Deliver 1-1 services in the community • Support and encourage young people to engage with services at NHYC • Work in prison 1-1 and on the wings, Why?

Our approach to Risk- the 1 to 10 • ‘all life involves risk, and the young, the elderly and the vulnerable are exposed to additional risks and to risks they are less well equipped than others to cope with…the emphasis must be on sensible risk appraisal, not striving to avoid all risk, whatever the price, but instead seeking a proper balance and being able to and willing to tolerate manageable or acceptable risks as the price appropriately to be paid in order to achieve some other good… • What good is making someone safer if it merely makes them miserable’ • Lord Justice Manby, 2007

Serious Youth Violence • Update and our approach • 200, 000 homicides among youth 10–29 years of age /year, 43% of homicides globally • Homicide is the fourth leading cause of death in people aged 10-29 years • 83% of these homicides involve male victims (86% in UK) • For each young person killed, many more sustain injuries requiring hospital treatment • When not fatal, has a serious impact on a person's physical, psychological and social functioning. • (Source, NHS)

  9. Why? • Lack of good quality housing? • Benefits being cut/ families struggling? • Failure of education system? • Lack of community? • Issues of identity? • Lack of community services/ youth centres? • Youth services budget cuts? • Social Media? • Music? • Funding cuts? • Poverty? • Policing?

Housing • Challenges universally in housing and homelessness • Housing for offenders is a massive issue – in 2018 Ministry of Justice figures showed over 100,000 prisoners had left prison to unstable and unsettled accommodation • For young people, wanting to get released this is even more complicated, data is not reflective • Impact of criminal records • Housing for young people impacted by serious youth violence adds another level of complexity • Applying from prison, HRA

Those who can stay/ return to borough • Case study – recent incident (April 2019) • Being a victim of serious youth violence does not make you in priority need, regardless of the seriousness of the injuries or the risk, case study DD • Previous convictions • Associations and being seen • Immediate action- bed and breakfast

  12. Those who cannot stay • Are we just moving the problem? • Case example MK, DD and KD • No local connection • Reciprocals • Pan London Scheme • Hostels returning to borough contracts • Specific problem for care leavers • Re-offending and loneliness
