  16. EARTHQUAKE 2005 • National Disaster Management Authority (NDMA) created • The Earthquake Reconstruction and Rehabilitation Authority (ERRA) was established on 24 Oct 2005 17

  17. ACHIEVEMENTS • Over 50,000 teachers were imparted training in various fields • Construction of 59 colleges • 5,900 School Management Committee formed / activated • 5,802 education projects undertaken • A further 2294 projects are planned 18

  18. ACHIEVEMENTS • Disease Early Warning Systems set up for surveillance and control of diseases as part of Health Information Management System • 306 x health facilities projects have been undertaken • New diagnostic and treatment equipment installed in completed health facilities 19

  19. ACHIEVEMENTS • Water supply systems and sanitation facilities suffered extensive damage in the earthquake • ERRA’s Water and Sanitation strategy was formulated to ensure that essential water and sanitation facilities were made available to the people of the affected areas 20

  20. ACHIEVEMENTS • The total scope of work in the governance sector includes 466 buildings for reconstruction and 226 for repair • 473 projects in KP and 219 projects in AJK have been launched 21

  21. ROLE OF PAKISTAN ARMY • Pakistan Army became the first responder and obvious choice • The Army moved fast and by evening 8 October 2005, Army helicopters were concentrated • Within 24 hours army troops reached all the affected areas 22

  22. ROLE OF PAKISTAN ARMY • During the earthquake details of relief, rescue and rehabilitation efforts of Pakistan Army were:- • Troops Deployed. 3 x Divisions with 18 Engineer Battalions • Infrastructure Rehabilitation. Army opened 2335 Km roads 23

ROLE OF PAKISTAN ARMY • During the earthquake details of relief, rescue and rehabilitation efforts of Pakistan Army were:- • Immediate Housing • 474 Tent villages for 150,000 people were established • 175,000 shelters were constructed. • 1.4 Million CGI sheets were distributed amongst the people for construction of temporary shelters on self help basis 24

  27. FLOODS – 2010 • During 2010, the Monsoons brought abnormal rains in Pakistan • These floods were termed by UN as the worst ever and as a “Slow Evolving Tsunami” 28

FLOODS – 2010 • Details of the damages caused by these floods are:- • Districts Affected - 78 out of 141 districts • Villages Affected - 13,492 • Population - 20.18 Million Affected • Agricultural Land - 5.438 Million Acres Affected • Houses - 1.91 Million Destroyed / Damaged • Roads - 3,914 Kms • Bridges - 936 Bridges destroyed 29

FLOODS – 2010 • NDMA initiated immediate rescue operation • NDMA remained the hub for coordination of rescue and relief activities • 1.4 million people stranded • Total 88 Helicopters, 4 Hovercrafts and 1,238 boats were used • The relief support was provided in four main sectors: Food, Shelter, Health, and Water, Sanitation and Hygiene (WASH) • NDMA developed a comprehensive Logistic Flow System 30

  32. ROLE OF ARMY • Troops and units were already deployed in areas • Government of KP was quick to requisition Army troops • All units were declared as relief and medical camps • Units vacated their own accommodation • Army doctors and field hospitals established mobile medical centers 33

  33. ROLE OF ARMY • Engineer resources were mobilised • The largest ever Aviation Operation was launched to rescue and sustain 600,000 people in Kalam • Pakistan Air Force and Pakistan Navy also contributed their troops and assets 34

RESETTLEMENT • Pakistan in last decade experienced involuntary displacements caused by range of factors • Due to military operations in Swat and other parts of KP an exodus of 2.3 million people took place • Displacement occurred again, after floods hit the country in 2010, displacing over 7 million from their homes 37

RESETTLEMENT • Provincial Government, UN and NGOs were unable to promptly respond • So far 150,353 Displaced families out of the total of 367,882 families have been assisted for voluntary return • Need was felt to have a managing organization • Special Support Group created • Peshawar Corps HQ acted as an interface 38

  40. RE-INTEGRATION & RECONCILIATION • Non-hardcore detainees, if and when convicted, are likely to become more radicalized in our prisons. Through de-radicalization programme, hopes of recovering and rehabilitating a large number remain alive • De-radicalization programme provides a nucleus and a beacon for subsequent larger / expanded de-radicalization efforts required elsewhere 41

  41. RE-INTEGRATION & RECONCILIATION • Over 1,100 detainees have been re-integrated into the society through the de-radicalization programme for the adults at Mashal 42

  43. RE-INTEGRATION & RECONCILIATION • De-radicalization for the juveniles is planned at a different facility created for the purpose, with the name of SABAOON, which means in the local language, “the first ray of the rising sun” • More than 180 juveniles have been reintegrated so far 44
