What’s the problem? • Fuel Poverty is widespread North and South. • Ireland is particularly reliant on oil for heating homes • Unregulated installation • No consumer representation • Opaque pricing • Energy prices on upward trend • Low income households buy small quantities at a premium • Gas consumers can pay as you go without such penalty

  4. What’s the solution? An oil pay as you go system that operates like gas pay as you go, for the customer: • We take control of the oil tank • Install technology to monitor credit and oil levels remotely • Customer buys credit in small batches as they need it • Customer must top up the credit to continue to operate the heating system

Benefits • Improved efficiency for Oil Distributors • Orders grouped geographically • Deliveries can be planned over few days • More opportunity to empty the tanker • Single point of contact • Give householders more control: • Buy oil as part of normal weekly budget • Monitor oil usage in the home • We will monitor for problems like oil leaks

  9. NI Pilot • 17 homes in Dungannon and Newry areas • Mix of homes, mainly low income households • March to June 2012

  10. NI pilot • Process: • Visit to assess suitability • System installed • Customer’s stock of oil is measured and additional oil delivered • Commissioned with Sensor Systems • Customer phoned to buy credit • Carillion monitors readings for faults, tampers and oil levels

  11. NI Pilot -Before • Of the 17: • 4 normally used oil drums • 11 bought deliveries of 300 litres a time • 8 had less than 90litres when we installed • 6 used secondary heating every day

  12. NI PilotAfter “I have asked if I can keep it, as it has made such a difference to our everyday lives. We are able to budget weekly for the oil and have actually made financial savings…” • Of the 17: • 16 were satisfied or very satisfied with the system • 13 wanted to keep it • 16 would recommend to a friend • There was no tampering, no theft

  13. RoI pilot • October 2012 to March 2013 • 18 homes in Co Wicklow and Co Laois received a mix of measures: • Attic insulation • Cavity Wall Insulation • Magnacleanse • Boiler controls • Oil pay as you go system • 15 were low-income households

Before the Trial • Of the 18: • 16 were using secondary heating (wood or coal) every day because it was available to buy in small quantities and usage was controllable • Several had no oil in their tank • 6 normally bought oil in drums • 11 were dissatisfied with the cost of running their heating system

At the End of the Trial • Of the 18: • 5 reduced their use of secondary heating • 17 were satisfied or very satisfied with “ease of use” of the system • 14 were satisfied or very satisfied with ability to budget • Although 12 believed they paid more, 14 said they would like to continue to use • No tampering, no theft

Why Kingspan Environmental? • Kingspan Environmental is a global leader in distributed energy, water and environmental management for high performance buildings. • Our technologies harvest natural resources such as rainwater, solar and wind power and reuse them at the point of consumption. We were the first manufacturer in Europe of the bunded oil tank (environmentally responsible). • We manufacture and design all our own telemetry solutions for measuring and metering of fuel, water, temperature and energy. Improving procurement management and efficiency. • We have the world’s most advanced web based tank platform for hosting tank level information and sold 1.5 million oil level gauges to date

  21. Kingspan and CES are both multinational PLCs with local focus. We have the scale, strength and complementary skills to deliver and operate a roll-out across NI and beyond. This scheme could create local jobs in installation, monitoring and administration. It would give participating oil companies a more efficient delivery schedule. Most importantly, it will give the fuel poor, who struggle to buy oil in cost-effective quantities, the ability to take control of their heating budget.

  22. Our Conclusions • System works and customers like it • But, • it needs to be cheaper: both capital and running costs

The Future? • We propose to simplify the system for future roll-outs: • Reduced number of components • Simpler installation process • Wireless in-home display • Buy credit using internet-based systems • Potential for further pilot in RoI to seek energy credits • Continuing discussion with NI government agencies about roll-out into social housing and low-income housing • Potential to extend into rest of the UK and beyond…

The Last Word to the Participants • “it made me aware on a daily basis how much oil I consume…” • “It made it easy to budget and I never ran out of oil, and I could heat the house when I wanted to” • “It was a relief, reduced stress on family…” • “it has made such a difference to our everyday lives. My wife and I are able to budget weekly for the oil and have actually made financial savings” • “ It’s so good not to have to tip the oil drums in the tank because we always spilt a bit and it spelt really bad”
