  1. Goal • Habitats are large enough to place species in a favourable conservation status • Sufficient opportunities for the dispersal and migration of species • Damaged parts of the key environmental systems are restored • The Approach 22

  2. - common strategy & guidelines applicable to/by all countries - Integrating and utilizing existing cooperation systems Building and operating diverse partnership Policy coordination mechanism EU parliament has lead role- political commitment • Lessons learned applicable for NEAEcoNet <Indicative Map of PEEN> 23

  3. 3.2. Proposal for a NEAEcoNet 3.2.1. Innovative Aspects of NEAEcoNET - Holistic approach - Systems/Chain Approach : Whole migratory path - Foster greater sense of connection between NEA countries 24

  4. 3.2.2. Main Objectives - Monitor and preserve existing habitat along the migratory paths. - Restore and relink/recreate habitat along the migratory paths - Enhance livelihood opportunities/empower local people - Enhance dialogue & cooperation between NEA countries 25

  5. 3.2.3. Approach • - Build on existing initiatives (sub-regional & at country level) • - Build on existing knowledge, know-how on decision-making, • local conditions • - Broad partnership from central governments to local governments, • NGOs, private sector, local populations • - Use modern technology • - Apply principle of multifunctional landscapes/ multi-sectoral approach 25

  6. Global Vision 3.2.4. Supra Nature of the NEAEcoNet NEAEconet new partnerships existing organizations Common strategy Sub-regional activities Local activities 26

  7. Option 1 3.2.5. Organization options Virtual Network incorporating relevant existing initiatives Low cost & quick action oriented, maximise efficient use of resources, reduced bureaucracy Strength: Based on voluntary contribution, challenge formaintenance & long-term commitment Weakness: Option 2 New organization integrating existing initiatives Formal structure with people paid to make things happen Strength: Cost, funding, formalities & country agreements Weakness: 27

  8. 3.2.6. The Future Work Programme • Sustainable Development Strategy Partnership Strategy Common Strategy + Public-Private Partnerships Advocacy Strategy Policy Influencing Strategy WWF, UNESCO, UNDP/GEF, IUCN Central-Local Government Restoration Strategy Local Population Monitoring Strategy + Data Base 28

  9. 3.2.7. Mapping ideal migratory paths 29

  10. Dependent core areas Independent core areas Selection of Target Species 3.2.8. Conceptual Model Check distribution of high-priority species Select species-specific area requirements based on a reproduction unit Species- specific habitat requirements Distance of activities and mobility Possible linkage with disconnected habitats Match each habitat type to inhabitable species Assess the size of each patch Set corridors 1~5 times of required area for 70% of species 1~5 times of required area for 100% of species Over 5 times of required area for 100% of species Set buffer areas Build network 30

  11. 3.2.9. Sample Priority Actions • Review the ecological environment and related policies as regard to EcoNet in Mongolia, Russia, China, North Korea and South Korea • Survey the stance and current status of Northeast Asian countries on setting up the EcoNet • Classify major habitats in Northeast Asia and conduct a Threat Analysis • Designate biota core areas and corridors to set up the NEAEcoNET (including areas to be restored) • Define the scope of cooperation and roles in setting up the NEAEcoNet 31

  12. 4. Conclusions • In 1995, the 3rd Ministerial Environment Conference for Europe has approved the establishment of PEEN. We hope the IUCC WCC serves as a momentum for the launch of NEAEcoNet including the DMZ/Border Arera between North and South Korea. • Politically and ecologically it is right time to bring them together for greater encompassment of existing initiatives. 32

  13. Look forward to a day when a Siberian tiger would show up at Jiri Mountain on the southern part of the Korean Peninsula through NEAEcoNet 33

  14. Thank you very much
