  2. Purpose • Outline to WEBCOG the current status of the SUDS programme. • Set out future opportunities and work programme.

Opportunities - £4.5m • Black Country Gap Funding Scheme • Circa £2m • Public Sector Led property development scheme • Commercial Floorspace • Needs a LA to be applicant • Midlands Centre of Excellence for the Aerospace Industry • Circa £1m • University Led Research and Development Institution • New products to market and supply chain development in Aerospace • Needs to find match funding • Sunbeam Building • Creative Industries Workspace – Circa £1.5m • University / LA led • Graduate retention and incubation in growth sector • Project is at concept stage

Immediate tasks • Assist applicant to complete contract negotiations on Walsall One Stop Shop • Assist applicant to complete full approval on Wolverhampton NESS • Agree applicant, secure match funding and complete and eligibility checks on • Walsall managed Workspace • Willenhall THI • Submit Outline Applications for • Wolverhampton SME Forum • Marketing Black Country • Enhanced Innovation Support and • Strategic Business Engagement • Agree applicant for and suite of projects for • Black Country Gap Funding Scheme • Think Black Country • Complete concept papers on • Gap Funding Scheme • Midlands Centre of Excellence • Sunbeam Building • Secure Programme Management funding for 2011

Why is SUD difficult? • Can be summarised as • Very broad Operating Programme • Development by Committee and from the bottom up is slow • Capacity to develop projects is limited and shrinking • Eligibility rules are very restrictive • Additional difficulties in meeting AWM process requirements • The type of projects seeking funding are not easily funded from ERDF P3 • Lack of secured match funding • AWM in Closure Mode – reduced sponsor and Project capacity

Summary • NBC Package has been fully operational since December 2009. • Have seen, investigated and (typically) refused over 200 project ideas and concepts. • Have worked with over 65 organisations – and in the region of 150 individuals to build capacity and understanding. • Have successfully completed four outline, three full and two contracts in the package area. • Will continue to invite and investigate good project ideas so long as funding remains in place for the programme management function.
