Background (before Custom) • The project of single Window (ORBUS 2000) has started in 1995 with Trade Point Senegal, when Senegal was convinced that Information Technologies were to improve trade procedures. • In 1996, a workshop was organized with all the stakeholders to validate the way of doing business. • In 1999, the software was ready but could not be tested because the custom administration was hostile.

Background (from custom….) • In 2001 the Minister of finance and the Minister of Commerce agreed to transfer ORBUS management to Custom • In 2002, Custom create a private company to develop and deploy the ORBUS system • From 2002 to 2004, GIE GAINDE 2000 has improved the system using latest technologies and adapting functionalities to the new business environment. • In 2004 the pilot of ORBUS was launched in January and the system is officially operational since July 1st

Situation • Project cost: • From 96 to 99: 4 millions USD • From 02 to 04: 1 million USD • Online users: 50 Custom agents – 80 importers. • Offline users: 50/ day • Number of transaction/month: 3000 (57%) • Operator Agency: • Name : GIE GAINDE 2000 • Owners: C.G.P.I.D (80%) – private (20%) • Staff: 28

  16. Lessons learned • Single windows system is a combination of Technologies, business organisation and human factors • Strong commitment of government is necessary • Map the reality before reingeniering • Custom administration involvement is necessary • Users training is a critical aspects

What are your future plans for the Single Window? • Electronic payment system • Single entries for both ORBUS and Trade X • Multi platform application • Connexion of news stakeholders • Common standard for data exchange with other bodies (XML,UNLK, UNTDED,…) • Build pan African Network for Trade Facilitation
