GMA Requirement • The Washington State Growth Management Act (GMA – RCW 36.70A) requires compliance by December 2006 • The city’s last major comprehensive plan was adopted in 1993 • The city intends to use this opportunity for a full review and rewrite of the plan and development regulations to implement the city’s vision for neighborhoods, transportation, quality of life, and economic development

  3. Elements of a Plan • Land Use - Encourage development in urban areas where adequate public facilities and services exist or can be provided in an efficient manner. Reduce the inappropriate conversion of undeveloped land into sprawling, low-density development. • Transportation – Encourage efficient multimodal transportation systems that are based on regional priorities and coordinated with county and city comprehensive plans. • Economic Development - Encourage economic development throughout the state that is consistent with adopted comprehensive plans, promote economic opportunity for all citizens of this state, especially for unemployed and for disadvantaged persons, promote the retention and expansion of existing businesses and recruitment of new businesses, recognize regional differences impacting economic development opportunities, and encourage growth in areas experiencing insufficient economic growth, all within the capacities of the state's natural resources, public services, and public facilities. • Public Facilities - Ensure that those public facilities and services necessary to support development shall be adequate to serve the development at the time the development is available for occupancy and use without decreasing current service levels below locally established minimum standards. • Community Design - Identify and encourage the preservation of lands, sites, and structures that have historical or archaeological significance • Cultural Environment and Historical Resources – Encourage arts and cultural events, and protect historical resources • Housing - Encourage the availability of affordable housing to all economic segments of the population of this state, promote a variety of residential densities and housing types, and encourage preservation of existing housing stock. • Parks & Recreation - Retain open space, enhance recreational opportunities, conserve fish and wildlife habitat, increase access to natural resource lands and water, and develop parks and recreation facilities. • Natural Environment - Protect the environment and enhance the state's high quality of life, including air and water quality, and the availability of water. • Utilities – Ensure that utilities are provided to serve the future population

  4. Process for Update • Three major steps: • Background research and initial public input (December through March 2006) • Drafting plan alternatives and public feedback (March through June 2006) • Drafting plan and development regulations (July through December 2006)

  7. Workshop Objectives • Identify issues to be reviewed during the planning process • Prioritize issues • Brainstorm opportunities and alternatives for consideration in the planning process • Provide public and decision makers with access to background information (through library and web)

  8. Public Workshops • All workshops held at the Wenatchee Convention Center • All workshops begin at 7 p.m. • All workshops will include active participation from those in attendance

  9. Opportunities & Challenges Mapping • Some people are visual and can draw a map to illustrate their thoughts and ideas. • A map will be provided on the web site for people to draw, sketch, and jot down notes to best convey your opinions.

  10. Take a Picture • We are developing a visual inventory of “what works” and “what doesn’t work” in the city’s built and natural environments • This inventory will be used as discussion topics and visual aids throughout the planning process. • Focus Areas: • Neighborhoods • Retail areas • Mixed Uses • Streets • Public Spaces

  11. Public Survey • A survey will be available on-line and at public events to directly inform our vision for the next twenty years • To ensure that your valuable opinions are considered for future planning decisions, please respond by Friday April 14th, 2006

  12. Kid’s City Planning Activity • We are asking the youth to close their eyes and imagine that they are a bird looking down on their neighborhood. Draw a map of your neighborhood with the names of as many of the buildings, streets, stores, parks and other stuff you can remember. • We then ask them, using the map, to answer some questions. • This will be available on line and for other events
