The Polish National Energy Conservation Agency 2 Mission and goals of KAPE Mission and strategic goal – to keep a leading national role to participate in preparation and implementation of principles of Polish sustainable energy policy The main subject of our activity is providing implementation of rationalized energy policy within principle of sustainable development

KAPE was established on 15th April 1994 after: Parliamentary resolution of 9th November 1990 concerning guidelines for energy policy of Poland until 2010 Decision of the Government of Republic of Poland no 21/92 of 19th May 1992 on creation of Energy Conservation Agency Agreement of 5th February 1994 concerning creation of Energy Conservation Agency – joint stock company Our shareholders include: Treasury of State (51,61%) National Economy Bank (16,13%) Industrial Development Agency (16,13%) National Fund for Environmental Protection and Water Management (16,13%)

    4. The Polish National Energy Conservation Agency 4 OUR STATUS Who are we? In October 2003 European Committee acknowledged KAPE with a status of a so called MANDATED BODY. The Polish National Energy Conservation Agency is the first institution, among all such institutions from new EU member countries, which was enrolled on a list of mandates bodies. The status empowers to take part in twinning projects within PHARE, TACIS and CARDS programmes. In February 2005 KAPE joined The European Energy Network. The EnR, being the association of 21 European organizations, carries responsibilities for planning and management in the fields of rational use of energy and renewable energies. From 2007 KAPE belongs to European Council for an Energy Efficient Economy [eceee]

The Polish National Energy Conservation Agency 5 Fields of activity Our main activities are: Preparation of various expertise, analysis and consultancy for governmental administration, local authorities and energy sector, Realisation of projects in international programmes e.g. EU (including governmental co-operation) and co-ordination of international programmes in which Poland participates, Organisation of national and international conferences, seminars and training courses, Publication of leaflets, brochures, guidebooks, promotional and training materials, Carrying out of information, promotional and educational campaigns,

The Polish National Energy Conservation Agency 6 Fields of activity Our main activities are: Assistance in formulation and evaluation of national and local energy strategies and plans, Assistance in preparation of applications for public subsidies and grants, EU projects management, monitoring and evaluation, Managing Energy Audit Secretariat and Energy Planning Secretariat, Verification of energy audits for the National Economy Bank Preparation of financing for RUE/RES investments, including EU funds, RUE/RES investment identification and analysis, consulting and feasibility studies.

    8. The Polish National Energy Conservation Agency 8 European Union Programmes Programme Intelligent Energy – Europe – KAPE S.A. realizes 11 projects of the programme In the period 2006-2009 realized 21 projects with in the IEE programme.

The Polish National Energy Conservation Agency 12 „Polish Energy Bus” Campaign Duration: 10th September 2003 – 31st August 2005 Route of the bus: 16 voivodships in the framework of 11 regional campaigns length ot the route: 40.000 kilometres, 258 different locations Quantity and category of visitors: daily: above 200 persons, total: above 50.000 persons, inhabitants and schoolchildren, local authorities and local businessmen Results: above 10.000 pieces of advice provided by KAPE’s experts above 3.000 presentations and lectures above 800 workshops and several dozen trainings

The Polish National Energy Conservation Agency 15 Municipalities present in application form confirmed energy savings in one calendar year (compared to two years before) taking into consideration only public buildings and local energy saving initiatives (e.g. street lighting). Duration time: Every two years edition Competition – The Most Energy Efficient Polish Municipality

The Polish National Energy Conservation Agency 16 Competition – The Most Energy Efficient Polish Municipality 3 categories of prizes:    - for municipality up to 30 000 inhabitants    - for municipality above 30 000 up to 100 000 inhabitants    - for municipality above 100 000 inhabitants The winners besides of money awards receive the statuettes of Competition and special diplomas.

    17. The Polish National Energy Conservation Agency 17 Joint project between Polish and Japanese Governments. (Co-operation has started on November 1994 during Mr. Walesa’s visit in Tokyo) Aims - Contributing to further promotion of energy conservation technology in the Polish industrial sector, making the best use of the Japan’s knowledge and experience. Project realisation – The Polish National Energy Conservation Agency (KAPE) in cooperation with Japan International Cooperation Agency (JICA). Polish-Japan Energy Conservation Technology Center

The Polish National Energy Conservation Agency 18 Polish-Japan Energy Conservation Technology Center ECTC offers services: training courses for management of factories, training courses for engineers responsible for energy management in factories, training courses for self-auditors and professional auditors, co-operation and assistance for factory audits prepared by professional auditors, consulting services for factories on marketing, investment and finance, dissemination of information on energy efficiency and energy conservation

The Polish National Energy Conservation Agency 20 Polish Energy Efficient Motor Programme (PEMP) The goal was increasing of the market share of energy efficient motors in Polish industrial sector PEMP was financed by Global Environment Facility (GEF) Duration of the project: 2004-2009 The project was realised by: The Polish National Energy Conservation Agency (KAPE) Polish Foundation for Energy Efficiency (FEWE)

The Polish National Energy Conservation Agency 21 Main activities: building capacity and raising awareness by providing information and services related to energy efficient electric motor systems. This will be delivered through the PEMP Centre (www.pemp.pl), demonstration projects to establish and showcase the technical and economic benefits of energy efficient motor systems and increase awareness, stimulating market transformation and competition through a financial incentive mechanism (rabate programme for motors producers).
